Victor Werne, attorney for the bureau, charging that the UMW violated a Virginia law renuiring oiit- of-slate corporations to name the secretary of the commonwealth as a legal agent. ' In this case, Wcrne seeks an Injunction barring the miners' union from further operations in Virginia.
