Tho dissension arose between Tanaka and Takeo Fukuda, loser in the party presidential election. Fukuda, closely allied with outgoing Prime Minister Eisaku Sato, had expected at least four of his supporters to be named to the cabinet. Tanaka named only two and both refused to accept the appointments. Tanaka himself temporarily took over the two posts involved director -general of the Economic Planning Agency and minister of poets and tele communications.

Now men for these positions are expected to be named in a few days. Not Unity Fukuda said Tanaka should reconsider the new cabinet lineup because it was not one of party unity. But the China issue claimed the spotlight. The influential newspaper Asahi Shimbun said Tanaka already has received word that Premier Chou En-lai is prepared to begin talks with him on normalization of Peking Tokyo relations, something the Japanese have sought more urgently following President Nixon's surprise moves toward Peking.
