Minorities: still not enough in college SACRAMENTO (AP) Despite various efforts to put minorities in California colleges, a new report says they remain seriously underrepresented. And the situation won't improve until the learning by minorities is improved in the public schools, says the state Postsecondary Education Commission's third report on the subject in five years.

Statistics from the draft report, issued last week, say that in the fall of 1978 minorities made up 37 percent of California's public school enrollment in the first 12 grades but only 27 percent of its public and private college undergraduates, and 17 percent of its graduate students. The report said Mexican-Americans, the fastest-growing group in California, were the most underrepresented in its colleges: With 20 percent of the total public school enrollment, they made up only 10 percent of the college undergraduates and 5 percent of the graduate students. Blacks, with 10 percent of the public school students, had 8.7 percent of the college undergraduates and 48 percent of the graduate students. Asians, American Indians and whites all had higher percentages in college than in public schools. Of those in college, blacks, Mexican-Americans and American Indians were concentrated in the two-year community colleges, rather than four-year schools, to a greater degree than other students.

And their graduation rates were also well below the statewide level. The report said there has been some increase in undergraduate minority enrollments in the last four years but little progress at the graduate level. Women's enrollment has increased steadily in public colleges and is about equal with men's enrollment among undergraduates. But women make up only about a third of University of California graduate students. The study is required by a resolution passed by the Legislature in 1974 asking the state's public colleges for plans to bring their enrollments of minorities, women and the poor up to the composition of the state's high school graduates by 1980.

The commission said the goal hasn't been met and wont be "until a larger proportion of ethnic minority and low-income students receive better academic training in (the public schools), and graduate from high school." It said one of the biggest problems is public school segregation, which has increased in California during the last 12 years. It cited state studies saying 72 percent of all black students and 57 percent of all Mexican-Americans attended schools with 50 percent or more minority enrollment in 1977. The study said a sequence of math classes preparing students for college, including trigonometry and calculus, was taken by 72 percent of the white students and 79 percent of the Asians, but only 25 percent of the Hispanics and 20 percent of the blacks. Among the recommendations were more cooperation between public colleges in recruitment of minorities, consideration of more flexible admissions standards at the University of California, more publicly funded child care on college campuses, and more training of bilingual teachers.
