Examiner News Services NAPLES, Italy The commander of the 6th Fleet said today that last week's dogfight in which two American F-14s shot down two Libyan warplanes took place outside the area designated for Mediterranean fleet exercises.

At a news conference aboard the USS Nimitz here, Vice Adm. William H. Rowden, fleet commander, and the U.S. airmen who shut down the Libyan planes stressed that it took place in international waters. But Rear Adm.

James Service, second in command of the fleet, disclosed that the VS. planes approached to a point about 25 miles off the Libyan coast before the incident with the Libyan planes occurred. Asked if the incident took place inside the area designated for the missile firing maneuvers. the boundaries of which were communicated to governments and merchant seaman, Rowden said "We do not think so.
