S.F. Sunday Examiner Chronicle Nov. 25, 1979 Section Page 11 Richard H. Rovere POUGHKEEPSIE, N.Y. (AP) Richard political commentator for the New Yorker magazine for more than 30 years, died yesterday of emphysema at the age of 64.

Mr. Rovere, who lived in Barrytown, N.Y., where he did most of his writing, had worked for the Nation magazine for four years and Common Sense magazine for one year when he joined the New Yorker in 1944. In Mr. Rovere began to write the "Letter from Washington" column, which was renamed "The Affairs of State" several years ago. William Shawn, editor of the New Yorker, described Mr.

Rovere as "among the fairest, most nearly objective, most brilliant writers on American politics." Although Mr. Rovere wrote about Washington, he visited the capital. He explained: "With public figures in general, my feeling has been that the advantages of acquaintance are often more than offset by the disadvantages, and that in general it is best to confine oneself to material that is fixed in the record and cannot be repudiated." In his autobiography, "Arrivals and Departures: A Journalist's Memoirs," Mr. Rovere left the reader "with the pleasant feeling that here's a fellow who has seldom used his marvelous World digest talents to bully or pontificate and who has always taken good care of the language," according to Robert Sherrill, who reviewed the book for New In York addition Times. his the to column for New Yorker, Mr.

Rovere wrote more than half a dozen books, of which the best known was "Senator Joe McCarthy." The book, published in 1959, described the Wisconsin politician as a "liar" and a "barbarian" who was "in many ways the most gifted demagogue ever bred on these shores." In another work, "Affairs of State: The Eisenhower Years," published in 1956, Mr. Rovere described Richard Nixon as "a politician with an advertising man's approach to his work." He said Nixon, then vice president, treated policies as products "to be sold to the public this one today, that one tomorrow, depending on the discounts and the state of the market." Born in Jersey City, N.J., Mr. Rovere graduated from Bard College at Annandale on-Hudson. Survivors include his wife, the former Eleanor Alice Burgess, and three children. Richard M.

Croonquist Funeral services will be held Tuesday for Richard M. Croonquist, grand nephew of a former president of the Crocker National Bank. Earthquake toll: 45 dead BOGOTA, Colombia The death toll in Colombia's worst earthquake in 15 years climbed to 45 yesterday and is expected to go up. Three hundred persons were hurt and damage was estimated at $15 million. The Friday night earthquake measured 6.5 on the Richter scale and was centered about 150 miles southwest of Bogota, the Colombian capital.

Red Cross and Civil Defense spokesmen helieve the death toll could rise to more than 60. Another big quake rocks Fiji THE SECOND STRONG earthquake in eight days struck the Fiji Islands about 1,200 miles north of New Zealand in the South Pacific, the National Earthquake Information Center in Golden, reported yesterday. The quake registered 6,3, on the Richter scale, powerful enough to cause severe damage in a populated area. There were, however, no immediate reports of casualties or damage. A 6.7 quake struck the islands last Saturday.

Black leaders talk tactics DAR ES SALAAM, Tanzania Patriotic Front black nationalist guerrilla chiefs Joshua Nkomo and Robert Mugabe flew to Tanzania yesterday to discuss strategy with black African leaders over British plans for a cease-fire in Zimbabwe Rhodesia. Tanzanian government sources said the two leaders asked for the meeting to prepare for the final phase of the 11-week Zimbabwe peace conference in London. They said the African leaders probably will support the guerrillas' opposition to the British cease-fire plan. Political prisoners freed SALISBURY. Zimbabwe Rhodesia Prime Minister Abel Muzorewa began releasing political detainees last week in anticipation of a ceasefire and British -supervised elections flowing from the London constitutional talks.

Muzorewa said that 400 were already free and others are to be released. Seventy persons were being held without trial under the stringent emergency regulations, Muzorewa said. There are about 150 detainees altogether, most of whom have been convicted for security offenses such as attempting to leave the country to undergo guerrilla training, or assisting guerrillas. Emergency in Zambia LONDON The rapidly deteriorating situation in Zambia has led Foreign Minister Lord Carrington to recall to London British High Commissioner Sir Leonard Allinson for urgent consultations. Allison has become a target for abuse since the crisis caused by Zimbabwe Rhodesian raids in Zambia.

Zambia blames the British for the raids but Allinson denies the charge. 80 arrested in Seoul SEOUL, South Korea Dissidents defied martial law regulations here yesterday by demonstrating against the upcoming presidential elections and demanding the dissolution of the Democratic Republican Party, which has ruled South Korea since 1963. Police said 80 demonstrators were brought in for questioning. Police estimated the crowd at 400 people, the largest protest rally since martial law was imposed following President Park Chung Hee's assassination Oct. 26.

Bolivia army chiefs angry LA PAZ, Bolivia Bolivia's navy and air force commanders tried yesterday to negotiate an end to a rebellion by army officers opposed to President Lidia Gueiler's choices for defense minister and army chief. A committee including the navy and air force leaders reported "satisfactory results" in talks with the angry army officers, but released no details. The rebels, led by army commander Gen. Luis Garcia Meza, remained in their stronghold at the armed forces headquarters. Gueiler, who became the nation's first woman president a week ago, named a new military high command Friday, but Garcia Meza refused to step down.

He was vice president of Owens Publications, publisher of the Whittier Daily News and the East Whittier Review. He retired from the family's newspaper business in 1965, at the age of 35, to give full time to his cars. At one time his collection included 72 restored cars, which he housed in a large garage in Mill Valley and at two sites in Oakland. In a 1973 newspaper article, it was reported that Mr. Owens had recently discovered that he had leukemia.

He discussed the subject openly. He said then that the knowledge of his illness had "changed my life somewhat. I've become a little more daring, not physically, but, in things finance. I care less what people think of me, and I ask myself, 'Why me? One of the three out of Survivors include his wife, Lois, and eight children, Owen Maureen, Sean, Patrick, Terrence, Kevin, Megan and Shannon Owens. Brigid's Academy, Sacred Heart College and the University of Santa Clara, where he received 1 a bachelor's degree in engineering. He was appointed manager and chief engineer of the Bureau of Light, Heat and Power by the San Francisco Public Utilities Commission in 1945. He retired in 1958. Survivors include his wife, Rowena; a son, Bernard A. Devine a daughter, Susan Ann Wells of Modesto; and two grandchildren.

Guy R. Carpenter Funeral services have been held for Guy R. Carpenter, for many years an East Coast newspaperman before he retired here in 1953. Mr. Carpenter, who lived his wife, Nancy, at the Heritage Residence in San Francisco, died there Friday.

HOGAN, SULLIVAN BIANCO was 94. A native of Binghamton, N.Y., and a graduate of Dartmouth College, he was one of the few survivors who had worked on the old New York Morning Sun and had been on the staffs of newspapers in Boston, Chicago, New Orleans, and Washington, D.C. He was business manager of the Consolidated Press Association before leaving to become an economist with several Wall Street firms. His wife had been a columnist on the Detroit Journal, the New York Evening World, and the New York Daily News. Mr.

Carpenter was a member of the Chicago Press Veterans Association and the Dartmouth Alumni Association of Northern California and Nevada. Interment will be in Floral Park Cemetery, Johnson City, New York. Raymond T. Higgins Funeral services have been held for Raymond T. Higgins, foreman of the San Mateo County Grand Jury in 1934 and in 1957.

Mr. Higgins, 78, died Tuesday in Woodside. Survivors include his wife, Del-Loris Higgins; daughters, Carol Jane Stevens, of Oroville, Diana Gail Fahey, of Daly City, and Sandra Bourdet, of Redwood.
