These are fair samples of the way in which the Government's work is treated by the private yards. The contractors put their mergies into getting penalties remitted rather than into hastening the building of ships. The above table needs to be revised in the matter of "prol'able dates of The Ohio, for instance, will nut be done in June. 1902, nor for many months thereafter. If the navy yards had had as much experience in building ships as the private yards they could do better than this.

Certainly they could hardly do worse. If the Government should do a part of its work in its own yards, the contractors would doubtless find it possible to build ships in accordance with the terms of their contracts.
