Dunn, Coast Publisher George E. Dunn, retired publisher of the Half Moon Bay Review and a country editor influential in the development of San Mateo County's coastside, died last night in Mills Memorial Hospital. He would have been 90 next Sunday: Mr. Dunn, a leader in bringing about the incorporation of Half Moon Bay as a city 12 years ago and a longtime fighter against narcotics, wrote his stories and headlines in longhand. 'Over the Hump' He frequently traveled "over the hump" to the Board of Supervisors meetings in Redwood City where he was vocal on many issues as he chomped on a cigar butt.

A native of Sedan, he moved with his family to Escondido, where his father, Alvin Dunn published a newspaper. In Escondido, George Dunn joined the newspaper ranks and moved to Half Moon Bay about 1910, where he established the Coastside Comet, serving Half Moon Bay, Moss Beach and Montara. In 1920 he became editor and publisher of the Daly City Record and started a Sharp Park weekly newspaper now known as the Pacifica Tribune. in room 430. George K. Brokew District Director S. Customs Service Insurance Executive Selinger Executive Selinger Leo Selinger, retired general manager of the Civil Service Employes Insurance Co. here, died at his Oakland home yesterday.

He was 64. Mr. Selinger was with the State Department of Insurance 16 years and was a regional director of the Califor(nia State Employes Association. He had trouble interesting securities dealers in buying 5000 shares of stock in the CSEI he founded in 1958 for $25 a share, but the stock sold for $200 a share within three years. The company became a fantastic financial success.

A native of New York, Mr. Selinger is survived by his wife, Faye; two sons, Carl of Red Hook, N.Y., and Fred of San Francisco. He was the brother of George and Sidney Selinger, both of Tulsa, and grandfather of four. Funeral services were held today at the Home of Eternity Mausoleum Chapel, 5000 Piedmont Oakland. The family prefers memorial contributions to charity.

Ivores Dains, Retired ABC Official, Dies Special to The Examiner VALLEJO Funeral services for Ivores R. Dains rein tired attorney and Alcoholic Beverage Control hearing officer, will be held here tomorrow. Mr. Dains, 71, died in Davis Tuesday after a long illness. He had lived here since his retirement from ABC in 1961.

Attended Stanford A native of Oklahoma, he came to California in 1916. He was a graduate of the Stanford University Law School. In private practice as a partner in the San Francisco firm of Appel and Dains, he was for a number of years attorney for the old Market Street Railway. He became a hearing officer for the ABC in 1946 and presided over many of the major cases of the late 1940's and 1950's. A Yachtsman Mr.

Dains was a past commodore of the Oakland Yacht Club, past master of Crockett Lodge and past patron of the Order of Eastern Star. to Services will be at 1:30 p.m. tomorrow at the Wiggins Funeral Home, 524 Capitol St. Vital Statistics Births Born to Mr. and breakwater at Pillar Point as far back as 1911, although it didn't become a reality until the 1950's.

Mr. Dunn sold the Review in 1960 and retired. He was a charter member of Half Moon Bay's Lions Club and Chamber of Commerce, a member of San Mateo County Publishers Association, a former Odd Fellow and honorary member of the fire department. Mass Monday Survivors include two sons, George M. Dunn of San Mateo and Albert A.

Dunn of Woodside; a daughter, Miss Mae N. Dunn, with whom he made his home at 579 Myrtle Half Moon Bay; two grandchildren and one great-grandchild. A requiem mass will be offered at 10 a.m. Monday at Our Lady of the Pillar Catholic Church, Half Moon Bay. Burial will be in Skyline Memorial Park.

More Obituaries on Page 48 Saigon Paper Publisher Dies SAIGON (UPI) Nguyen Van Tuoi, 48, publisher of the Vietnam Guardian, one of Saigon's three English language daily newspapers, died today after a two-week illness. Tuoi's death was regarded as a setback for the presidential aspirations of Gen. Duong Van "big" Minh, whose campaign Tuoi had been active. Russ Winterbotham CLEVELAND (UPI) Russ Winterbotham, 66, allthor of two nationally distributed comic strips and a former fiction editor for the Newspaper Enterprise Association, died here Wednesday.

Winterbotham, who specialized in science-fiction and western adventure, used the pseudonym of J. Harvey Bond. He authored several books and the comic strips, "Chris Welkin, and "The Good Guys." Winterbotham was graduated from the University of Kansas, then worked for newspapers in Missouri, Illinois, Kansas and South Dakota before joining NEA in 1943.
