GRAY Si CO, Divisadero St at Post AP Photo applicable effluent limitations, water quality related effluent limitations, national standards of performance, toxic and pretreatment effluent standards and any ocean discharge criteria." Jacobs said that anyone disposing or planning to dispose of waste into navigable waters or into other waters, rather than a community sewer system, must file a report with the control board. said Jaeger.

"But the city council said no." Instead, Belvedere Mayor Allan Steinau suggested Jaeger look into the possibility of buying a smaller car. "We looked at them all and decided on the Saab." The Saab cost $4145 compared to $3700 for a new Plymouth, Jaeger said. "But we're getting eight miles to the gallon in the Plymouths and 16 mpg in the Saab." Unlike the Mazda, the Saab lacks the incredible" acceleration. "We have about one high speed chase every three years, Jaeger said of Belvedere. Still, in the long chase, the Saab will do 110 mph.

Gray said the Mazda gets about 14 miles to the gallon, which is low for a small Japanese Import. "But our standard cars get about seven miles to the gallon." Both police chiefs report they've had inquiries from all over the U.S. by other law enforcement officials. a i Dendy asked whether the boards consider merely requirements to protect water quality and prevent nuisances or consider all aspects of the environment. Deputy Attorney General' Richard Jacobs of San Francisco wrote that waste discharge requirements be established by the appropriate regional board.

"Any such requirements must insure compliance with discover increasing competition for the nation's police car dollar, especially in small communities where law enforcement budgets are tight. "We broke the small car barrier," Gray said. "People started calling us mini-cops." But in the first 21,000 mes of operations, Gray estimated, the Mazda saved Cotati $1500 when compared to a full sized car, two of which the department also owns. "The Mazda certainly has done what it's supposed to do," he added. "It's the fastest police car in Sonoma County except for the CHP." Top speed: 116 mph.

Ironically, neither Gray nor Jaeger originally broached the subject small cars with their respective city councils because of the current fuel crunch. Both cities decided to get foreign patrol cars months before the price of gasoline started to skyrocket. "Last May we were considering converting one of the patrol cars to propane," Belvedere Police Chief John Jaeger with his department's new compact ears i Examiner photo by Sid Tata 2 police chiefs like their small, imported patrol cars 21B Harriet and Lourdes G. Ortiz, same By Robert Hollis It may be the energy -crunch or plain common sense to hear the police "chiefs of Belvedere and tati talk, small imported patrol cars are an idea whose time has come. "When we get our next patrol car," declared Cotati Police Chief Tom Gray emphatically, "it certainly won't be an American car." Gray is so enthusiastic 'about the Sonoma County town's nine month old Mazda RX-4 he almost sounds like a salesman. I Belvedere's John Jaeger seems as happy with his department's one month old Saab 99 LEA.

Belvedere is the first U.S. city to put the Swedish import to work catching crooks, he noted proudly. -Both men see the use of compact imports increasing across the country. "There are people who resist change," said Jaeger, "but wev'e all got to change." 'They also predict American, auto makers will soon mm.
