Cycle Ban Proposed On City's Streets By Russ Cone City Hall City Attorney Thomas M. O'Connor today was trying to draft a law to restrict use of motorcycles on San Francisco streets in what may mark the beginning of a grassroots revolution against the growing automotive clutter in once-quiet residential areas. Supervisor Robert Mendelsohn said 1 he felt certain the Board of Supervisors' Fire, Safety and Police Committee would recommend the curb on motorcycles, if it's legal. But Deputy City Attorney Robert Kenealey advised the committee yesterday "I have my. doubts the State Vehicle Code will allow it." The Question Kenealey, nevertheless, promised to attack the legal question at once.

The question: Can motorcycles be included with under the Restricted Street Law? This now prohibits truck use of streets, except for deliveries within the block. The committee recommended to the full Board Monday that a restricted street designation be placed on Lombard Street, between Polk and Hyde Streets, on Russian Hill. 'Consideration' In response to resident requests, it also recommended making Lombard one-way westbound in the block between Polk and Larkin Streets this to discourage tourist traffic seeking the crooked segment of Lombard, between Hyde and Leavenworth Streets and what has developed as a sort of motorcycle test run up the Lombard Street hill from a Writer Honda sales office on Van Ness Avenue. Lloyd W. Hemphill, of 1950 Cooley failed to surface after a dive, according to Patrolman James Van Pelt. His friend, Leonard K. Hamilton, 30, of 1217 Saratoga East Palo Alto, jumped in and pulled him out, and two other residents of the apartment house helped. William Gerst, 26, gave mouth-to-mouth resuscitation, and Sharon Auxier, 24, applied heart massage, the officer said.

Hills Jr. WALKER Lilian on petition of Jack Hollies. Funerals Miller's Daughter Juanita Mrs. Juanita Joaquina Miller, daughter of the famed Poet of the Sierra, died last night in an Oakland convalescent home. She was 90.

Her death ended: 60 year legend of the Oakland Hills. In ill health recently and blind for the past two years, she was the only surviving heir to the celebrated poet, Cincinnatus Hiner "Joaquin Miller." 'My White Dove' Called "my white dove" by her late father, she was a poet, musician and dancer and lived until recently in a two-story concrete home in Joaquin Miller Park in the East Oakland Hills. The home is in a setting of eucalyptus and redwood trees and was dubbed "'The Hights" by her father. She was born on Jan. 1, 1880, 1 in New York, but it was not until 1911 in response to her father's lament that he was dying that she and her mother came West.

The poet died a year later and was buried in Mountain JUANITA MILLER "White Dove" Driver Dies When Train Splits Truck A pickup truck was cut in half and the fatally injured driver was carried four blocks on the front end of a Southern Pacific freight locomotive in a Redwood City crossing accident last night. Police Sgt. John Calvert said the driver, James G. Campbell, 44, a Redwood City hod carrier, went through the lowered crossing gate at Brewster Avenue. The severed front half of the eastbound truck and the body of Campbell were carried four blocks to Jefferson Street.

Mrs. K. Benninghoff Mrs. Katherine Theresa Benninghoff, a registered nurse at St. Marys' Hospital, died Wednesday after a two week illness.

She was 58. Mrs. Benninghoff had worked at St. Mary's for 30 years after graduating from the college of nursing there. She was a native Californian and a resident of.

Pierre Sonneville PARIS (AP) The death of Pierre Sonneville, 59, a submarine commander who became one of the heroes of French resistance to Nazi occupation during World War II, was announced yesterday. Sonneville, who escaped to London after the fall of France in 1940, parachuted back into his country in 1942 and set up an underground network.

'Lived on Annuity' She lived on a $280 a month annuity, but 10 days ago became a ward of the Alameda County Welfare Department after being declared "incapable of maintaining herself" because of her blindness and advanced age. Miller remained at the residence at 3152 Joaquin Miller Road under the care of a domestic assistant until being removed to the Medical Hill Convalescent Home where she died last night. Mrs. Stella Zirpoli A requiem mass for Mrs. Stella Zirpoli, mother of federal judge and banker, was offered yesterday at the Corpus Christi Church.

Mrs. Zirpoli, 91, a native of Italy, died Wednesday. She is survived by two sons, U.S. District Judge Alfonso J. Zirpoli, and Armando J.

Zirpoli, vice president and manager of the Columbus branch of the Bank of America. Interment was at the ItalTian Cemetery in Colma. A Dip in Vain small rescue ax in his hand, Fire Lt. Photos by Chet Born, Francisco File, Department COBINA WRIGHT Gave lavish parties Columnist Cobina Cobb Wright Dies Special to The Examiner LOS ANGELES Funeral services were pending today for Cobina Wright, a leading Los Angeles and New York society hostess for three generations, who died here Monday of a brain hemorrhage. She suffered a stroke Easter Sunday and was taken to Cedars of Lebanon Hospital. For many years she had been a society columnist for the Los Angeles HeraldExaminer.

An opera singer in earlier years, she was successful in two careers entertainment and journalism. Her name was used by the United States Coast Guard for an LST landing ship in World War II; by Prince Philip and Queen Elizabeth of England on aninvitation which made her the only private American citizen invited to their wedding; in accolades from the military in World War I for being among the first American entertainers allowed in the front lines, and in personal tributes from top people in the entertainment industry. She was born Elaine Cobb on her father's Oregon ranch and at 16 was taken by an aunt to Boston. She left there to study opera in Europe, making her debut abroad in 1916. She made her American debut at Carnegie Hall in 1924.

She was first married to children's book author Owen Johnson. Divorced, she later married millionaire socialite William May Wright of New York, becoming the mistress of five homes, including summer places in Newport and Bar Harbor. This marriage also ended in divorce, but not before she and her then husband had established an international reputation for lavish entertainment. Open Club Following her second divorce, and in the depression days of the 1930s, she opened the Sutton Club in the Waldorf Astoria in New York City to support herself and daughter, Cobina Jr. This venture brought her to Hollywood as a social and entertainment personality, and resulted in film careers for her and her daughter.

Cobina Jr. had a highly publicized romance with then Prince Philip, which led to a close family friendship. Her coverage of his wedding to Queen Elizabeth brought her bylines for Hearst Publications, and eventually the role of society columnist. Cobina Jr. and three grandchildren survive her.

Cobina long married to Palmer T. Beaudette, recently was widowed. Carl Mueller STAMFORD (Conn.)
