27, 1969 Obituaries Youth, 17, Recaptured As Murder Suspect Rudolph Boro, 17, who esc.aped from the Youth Guidance Center where he was being held for the Bayview murder of Darel Carter, was back in jail today. He and two other youths were captured yesterday afternoon by police following a daylight robbery at Page and Laguna streets. The victim was 79 year old Leon Habit, of 659 MacArthur Colma, who was treated at Central Emergeney for various bruises. He was allegedly accosted by Boro and 1 the other two, who tore off his jacket, knocked him down and took his wallet containing $8. lice found the three in a basement at 276 Page St.

Boro and three other youths were indicted earlier this month for the Aug. 1 slaying of Carter, the attempted murder of his father, George Carter, 63, raping Carter's fiance and robbing the Carter's home at 1506 McKinnon Ave. Lorraine Dickey, Tax Collector. 74 Miss Lorraine A. Dickey, San Mateo County's tax collector for 11 years and associated with that office for 42 years, died today in Mills Memorial Hospital, San Mateo, after a long illness.

She was 74. Miss Dickey retired six years ago. She began work in the county collector's office under the late Ambrose McSweeney, served later as chief assistant to Ralph MacArthur before being elected as collector herself. Reagan OKs Bill on G.G. Board Fate SACRAMENTO- -Gov.

Reagan announced today he has signed a bill directing the Golden Gate Bridge District to devise a public transportation plan justifying its continued existence or, alternatively, recommend its own dissolution. The measure by Assemblyman John F. Foran requires submission of the plan by the 90th day of the Legislature's 1971 session, when the district is scheduled to be free of bonded debt. The district, meantime, is authorized to operate "any and all modes of transportation within the district," including ferries, but will be precluded from any largescale programs until 120 days after the Legislature receives the transportation plan. Until that time, the bill prohibits adding a second bridge deck, using more than 50 percent of net revenue for bus services, or expending more than 30 percent of net revenues for ferries.

A Marin-San Francisco commuter bus service cannot be undertaken without contribution. by the affected counties for benefits of intra-county operation. Otherwise, Foran said, Marin in effect would get local bus service at district expense. The whole issue conceivably could be moot. Assemblyman John Knox (D-Richmond) is committed to introduce legislation next January abolishing the district.

The San Jose City Council, urged on by the chief of police, has rejected an ordinance that would have allowed all-night dancing and instructed the city attorney's office to develop a law banning topless entertainment. Bottomless, too. The city has only had one topless joint in its recent existence, a place near San Jose State known as "The Coed." It closed last year for lack of interest. The all-night dancing ordinance was backed by Councilman David Goglio, who saw it as a good way for people to sober up after 2 a.m.

from Eureka, States Marine, NSC. Gen. James Woodruff Dead at 92 One of San Francisco's most illustrious military officers, retired Army Maj. Gen. James A.

Woodruff, 92, was buried with full military honors at San Francisco National Cemetery in the Presidio. General Woodruff, who was graduated from West Point at the top of his class in 1899, died here last Wednesday. He last served in San Francisco from 1935 to 1937 as commanding general at Fort Mason. His grandfather was a '49er, coming to California as a pioneer. S.F.

Native He was born in The City and won scholastic honors at the old South Cosmopolitan Grammar School and Lowell High School. His father, Brig. Gen. Charles A. Woodruff, was graduated from the military academy in 1871 and served as district engineer for the North Atlantic Division on the East Coast before World War II.

General Woodruff, in a talk here on Army Day six years before Pearl Harbor, spoke on the theme, "Wake Up, America." He had also seen service in Philippines during the Spanish American War and commanded a regiment in France during World War I. His decoration included the U.S. Distinguished Service Medal. the French Legion of Honor, the British Order of St. Michael and St.

George and the Belgian Order of Leopold. Coast Artillery He became commander of the Coast Artillery Brigade in Hawaii in 1937 and a year later he received his second star. In 1939 he assumed command of the Army's First Corps Area with quarters at Boston, where he inducted the first draftee of World War II. Later he became assistant commandant of the General Staff School. Surviving are a son, retired Navy Commander J.

A. Woodruff of Denver; a daughter, Mrs. F. J. Johnson, wife of retired Rear Adm.

F. J. Johnson, of San Francisco; five grandchildren and five children. Gertrude Sarah Ord, San Rafael Memorial services for Mrs. Gertrude Sarah Ord, member of a longtime Marin County family, will be held at 1:30 p.m.

tomorrow in the garden of the family home, 90 Culloden Park San Rafael. Mrs. Ord, widow of the late insurance executive, William Ord, died yesterday in San Rafael. A native of San Rafael, she was a member of the Woman's Athletic Club of San Francisco. Survivors include a son, E.

G. Ord, San Rafael; three daughters, Mrs. Charles E. Pollock of San Rafael and Mrs. George S.

Smith and Mrs. Alexander W. Bryant, both of Santa Rosa; 13 grandchildren and 12 greatgrandchildren. The family requests contributions to Tamlapais Trail Riders, P.O. Box 282, Fairfax, or to a favorite charity.

Ex-Bay Lumber Merchant Dies In Oregon Funeral services for Clarence Swainston, former San Francisco lumber merchant, were held in Portland, Monday, local friends were advised today. Mr. Swainston, who for years operated the Big Bear Lumber and Supply Company in Colma, died of a heart seizure on Thursday. He is survived by his wife, Virginia Garner Swainston of Portland; a son, Paul Lynn Swainston of San Rafael; a daughter, Mrs. Mary Moulin of San Francisco, and a stepdaughter, actress Peggy Ann Garner.

Maria L. Pacheco Rites Set A Requiem High Mass for Maria Loreta Pacheco member of a pioneer Spanish land grant family will be offered at 9:30 a.m. tomorrow in St. Sylvester's Church, San Rafael. The Rosary will be recited at 8 p.m.

tonight in Keaton's Mortuary, San Rafael, and burial will be in Mt. Olivet Cemetery. Dies at 81 Miss Pacheco died yesterday at Marin General Hospital after a brief illness. She was 81. A retired schoolteacher, Miss Pacheco was a direct descendant of Ignacio Pacheco who came to California in 1776.

The present community of Ignacio is on land once owned by him and named after him. Once a Principal Miss Pacheco taught at Meadow Park School at Hamilton Air Force Base. which also is situated on land once owned by her family. She was principal at one time of the West End School and also of the Sun Valley School in San Rafael, and continued teaching until her retirement 16 years ago. The only immediate survivor is a sister, Irene Pacheco, with whom she lived at 161 Bayview Drive, San Rafael.

Legendary Uranium Finder Dies GRANTS (N.M.) (AP) A Navajo sheepherder who picked up a few yellow rocks 20 years ago near here and sparked New Mexico's uranium boom is dead at 88. Patricio "Paddy" Martinez died yesterday in a Grants hospital where he had been ill two weeks. The yellow rocks turned out to be rich in uranium ore, eagerly sought by prospectors in the Southwest when the nation's fledgling nuclear industry was moving into high gear. Although great wealth never came to the sheepherder because of his discovery, it did lead to a fame rivaling that of legendary western prospectors. Accounts of how Martinez came on the uranium-rich ore body varied in later years.

In one interview five years after his discovery, Martinez described how he came on curious yellow rocks while riding his horse in western New Mexico. Martinez rode to Grants and showed the rock to some of his acquaintances. Geologists later confirmed the find. Martinez' discovery was on land where the mineral rights were owned by the Santa Fe Railway. He later reached a financial agreement with the railroad to care for himself and his family, including 15 children.

Also arrested for slaying Carter were Paul Jones, 20, of 585 Hayes and Samuel Craig, 19, of 1472 Ellis St. Attorney, Ex-Newsman E. D. Buckley Special to The Examiner GRASS VALLEY Funeral services were held today for Edmund D. Buckley, a newspaperman who switched to a successful career in law.

Mr. Buckley, retired chief counsel for Getty Oil died Sunday in Miner's Hospital in Nevada City. He was 66. Born in Alameda, he attended the University of California and later worked on newspapers in Honolulu, Tokyo, Shanghai and San Francisco. In the early 1930s he was night foreign editor for United Press in San Francisco.

Mr. Buckley studied at night at Hastings Law School and joined the former Associated Oil Co. as an attorney in 1934. He was later associated with the former Tidewater Oil Co. and became Getty's chief counsel several years ago when the two firms merged.

Survivors include his wife of 34 years, the former Peggy Greenleaf, and two children, n. Sheila Buckley of Washington and Edmund of Claremont, Calif. Rosary for Pfc. Charles Velasquez Rosary will be recited at 8 o'clock tonight for Marine Pfc. Charles Velasquez, who was killed in action in Vietnam.

He had been there one month and died Aug. 13. The 20-year-old Skyline High School graduate studied electronics at Laney College before entering the service eight months ago. He is survived by his parents, Mr. and Mrs.

Raymond J. Velasquez of 3862 High Oakland, a brother, Danny, and his grandparents, Mr. and Mrs. Lucio Gutierrez of Oakland and Mr. and Mrs.
