Dr. Stout has been on leave to the AEC in Oak Ridge, for the past year while serving as head of the agricultural portion of a study on the possibilities of building nuclear agroindustrial complexes in the Middle East.

His appointment to the AEC advisory committee is effective July 1. Birthday Stroll: 1 Mile Per Year BINGHAMTON (N.Y.) (AP) To celebrate his 78th birthday, Jesse Hyde of Bignhamton took a 78-mile stroll from Corning to Binghamton in 36 hours last weekend. Hyde said he has been walking on his birthday since he left Cornell University as a student 50 years ago, walking a mile for each year of his age. Folger, San Francisco coffee heiress who was one of the five victims in Saturday's Bel Air mystery horror murders, will be offered 10:30 a.m.

tomorrow at Church of the Wayside in Portola Valley. The attractive 26 year old socialite the daughter of Peter Folger, of Woodside, chairman of the J. A. Folger Co. coffee firm, and Mrs.

Ines Mejia Folger of San Francisco. She is also survived by a brother, Peter and sister, Elizabeth, both of Woodside. Friends may call at the Crippen Flynn Chapel, 400 Woodside Redwood City until 9 a.m. tomorrow. The family prefers offerings to the Santa Catalina School for Girls of Monterey.

Miss Folger, an honor graduate from Radcliffe College, became a social worker and moved to Southern California, where she worked in Watts and more recently in Thomas Bradley's losing campaign for mayor of Los Angeles. She was found stabbed to death in the Bel Air home of film star Sharon Tate, 27, also a victim in the massacre. The others were male hair stylist Jay Sebring, 35; Voityck Frokowsky, 37, actor and writer, and Steven Parent, 18. S.F. Teacher Joseph J.

Warren Special to The Examiner VALLEJO Funeral services for Joseph John Warren, San Francisco school teacher killed during an armed robbery in Mexico, will be held Thursday. The services will be at 10 a.m. from the Wiggins Funeral Home, with burial at All Soul's Cemetery. The rosary will be recited tomorrow at 8 p.m. Mr.

Warren was an art teacher at Everett Junior High School in San Francisco the past 13 years. He had been vacationing at Guadalajara since June 20. A native of Wilton, N.D., Mr. Warren moved to Vallejo in 1944. He taught at a local school after graduating from the University of California.

He would have been head of the art department at Everett next year. Mr. Warren frequently visited Mexico and studied at the American University at Guadalajara in 1967. He is survived by his mother, Mrs. Nora Warren; a brother, William, and a sister, Mrs.

Nora Karoglou, all of Vallejo, and another sister, Mrs. Ruth Alexander, of Martinez. Mrs. Suzanne Karr Mrs. Suzanne Karr, 54, fourth generation Californian who was active in a dozen Peninsula women's organizations died Saturday after a long illness.

Mrs. Karr was born in San Francisco. She attended the University of California at Berkeley and helped found its San Mateo alumni association. She was past president of the Women's Auxiliary to the San Mateo County Medical Society, of the San Mateo Park School PTA, and past vice president of the Assistance League of San Mateo County. She was active with the speakers' bureaus of the Red Cross and the Peninsula Hospital District.

She was founding president of the San Mateo County Council on Alcoholism, and a member of many other organizations. Mrs. Karr is survived by her husband, Martin, a San Mateo physician; three sons, Howard of San Francisco, Robert of Cupertino and Richard of San Mateo; her mother, Mrs. Louis Breitstein of San Mateo; a granddaughter, sister, aunt and uncle. Memorial services will be held at 11 a.m.

tomorrow in the Peninsula Temple Beth 1700 De Las Pulgas, San Mateo. The family expressed a preference for contributions to a charity or the San Mateo Foundation, 119 Primrose Burlingame. Edward Martin, Berkeley Council Funeral services for ward A. Martin, for 22 years a member of the Berkeley City Council, are scheduled for 2:30 p.m. tomorrow at the McNary Chapel, 3030 Telegraph Berkeley.

Mr. Martin, 75, died yesterday after a long illness. Vice Mayor He was appointed to the Council Jan. 3, 1933, to fill a vacancy, was elected to a full term in May of the same year, and retired in 1955. At that time, his fellow Council members named him vice mayor emeritus in recognition of his long service to the city.

Mr. Martin graduated from the University of California in 1918 and received his law degree from UC in 1921. He served as executive tary of the Board of Trustees of the UC Masonic Club, directing a $150,000 fund drive for the construction of a Ma- sonic club house. Civic Activity He practiced law in Berkeley and became active in civic fraternal and Democratic Party affairs, serving at one time on the Democratic State Central Committee. He was active in many community organizations, including the Alameda County Bar Association, Berkeley Chamber of Commerce, Alameda County Zoological Society, the Masons and Elks.

Surviving are his wife of 43 years, Mrs. Virginia Martin; a daughter, Betty Anne Caudron of South San Francisco; a son David of Orinda, and nine grandchildren. Too Early GOP Control Reagan has said it is too early to announce his plans, but he is expected to run for second four-year term. Conservation was one field in which the two issued markedly contrasting statements. Reagan called the new anti-pollution and conservation laws "tremendous milestones in solving some of the most urgent problems facing our state." Unruh said, "They (Reagan and the GOP legislative leadership) promised us conservation of our dwindling natural resources. But they blocked our efforts to put a halt to oil drilling in the Santa Barbara Channel. And they even blocked our efforts to make the oil company pay for future oil drilling Water Laws Reagan mentioned a modernization of the state's water purity laws, carrying tough new fines for polluters.

Unruh predicted Reagan would take credit for this law even though it was sponsored by a Democrat, Assemblyman Carley Porter of Compton, and had been in the works for several years. Another point of dispute was the Reagan-backed bill to give California taxpayers a one-time-only 10 percent credit on their state personal income taxes when they pay the bills next April. DUGGAN'S HE 1-4900 3434-17th St. Ex-Rep. Barratt O'Hara WASHINGTON (AP) Former Rep. Barratt O'Hara of Illinois, who was the oldest member of the House until he lost the Democratic primary last year, is dead at 87. He was the last veteran of the Spanish American War to serve in Congress.

O'Hara, of Chicago, died at Georgetown University Hospital yesterday from lung congestion. He became sports editor of The St. Louis Chronicle at 20, then moved to Chicago where he was sports editor of The American and later Sunday editor of The Examiner. At 30, he became the youngest lieutenant governor in Illinois history. He was elected to the House in 1948, lost two years later, but was elected again in 1952 and stayed through the 89th Congress.

Crackdown Set on Drug Tests WASHINGTON (AP) The Food and Drug Administration said today it plans to tighten supervision of drug testing on human beings. FDA Commissioner Herbert L. Ley told a Senate monopoly subcommittee the government wants "peer groups" to oversee drug testing at hospitals and medical centers. The groups composed of lawyers, clergymen, physicians and other professionals would drug approve tests. and supervise The new regulations are aimed at such reported abuses as false reporting of test results and inadequate patient protection, Ley said.

He conceded the peer group proposal would not apply to drug testing conducted outside institutions. "But I don't think this will be a welcome proposal," Ley said. His reference was to the medical community and drug manufacturers. The FDA at present approves plans for the testing of new drugs on humans. But it does little supervising of the actual test.

11 Tracy Firemen On Strike Special to The Examiner TRACY One-third of the city employes of this San have walked off their jobs, Joaquin a County community and 11 of them are firemen. Some 32 of the city's 100 employes walked out yesterday in a dispute over wages. City Manager Warren Benson said most were "blue collar workers." A spokesman for the firemen said they are standing by today and will respond to any emergency.
