He lived at 924 West End Ave. Horowitz was born in Jersey City and came here as a child. He became active in the Democratic Party and was an assistant cor- Charles Horowitz Long an active Democrat poration counsel in. the 1920s, helping to write the New York legislation for construction of the George Washington Bridge in 1926.

At one time he was also counsel for the Port Authority, which built the bridge. Roosevelt Campaign Horowitz managed the successful Congressional campaign of Franklin Delano Roosevelt Jr. in 1949. In 1950 he was named deputy mayor by Mayor Vincent Impellitteri. Horowitz was appointed to the Domestic Relations Court in 1955.

It later became Family Court, from which he was "retired in 1963 at the mandatory age of 70. A service will be held in He brew Tabernacle, 605 W. 161st at 11:30 A.M. tomorrow. S.

Mills, 56, who served six terms a3 the New Jersey repub lican assemblyman and twice was acting governor in 19o, died todav in Hahnemann Hospital of a heart ailment. He was Assembly majority leader in 1956 and speaker in 1957.

Hospital to Start Project HELP Beekman-Downtown Hospital will begin its observance of National Hospital Week at 10 A.M. today when it launches Project HELP (Hospital Emergency Life- saving Procedures). The hospital will give Deputy Mayor-City Administrator John Connorton and Deputy Chief Inspector Gordon F. Dale, commanding officer of the police department's auxiliary service division, the first copies of cards bearing the information, Dial 440-1234 for Ambulance or Emergency." Howard S.
