10 Thursday -July 13, 1972, Univrsity of Western Ontario business school professors, in the first of a planned series of research papers on. the Canadian securities industry, gives markets good marks During' 1970, savings in Canada exceeded capital formation expenditures and Canada was a net exporter of capital. The formation of pools of capital Tor investment amounted to about 22 per cent of gross national o- industrial nations. "The sufficiency of domestic savings in 1970 represents a major shift from the situation a earlier when foreign funds inflows financed about 17 per cent of capital outlays," the study by David Shaw and Ross Archibald says. "While the need may exist for additional foreign financing in the future, nevertheless the data presented show that Canada has 'achieved a considerable degree of financial maturity and should the capacity to finance its normal internal needs from domestic savings." Prof. Shaw told a news con ference that while the govern ment study may be correct they found no data to support that conclusion. He said other re search indicates there may be a lack of talent to manage risky ventures and not a lack of The study by the two Ex-airline pilot held in skyjack SAN FRANCISCO (UPI) A 29-year-old former Bulgarian airline pilot was arrested Wednesday as the third conspirator in the July 5 $800,000 attempt to hijack a Pacific South west Airlines plane. His alleged conspirators, also from Bulgaria, were killed by FBI agents as the plane sat at San Francisco Airport A Cana dian passenger was killed by one of the hijackers as he fired at FBI agents.

The FBI arrested Lubomir Peichev at his place of employ ment in a tool and die shop in Oakland. The FBI said a piece of paper found on one of the hijackers contained the latitude and longi tude of an abandoned military air strip known as Puntzi in a remote area of British Colum bia. The two hijackers had in dicated they wanted to go to Si beria. However, it appeared they planned to land at Puntzi. The FBI said investigation by the RCMP disclosed that all three conspirators had been to the air.

MAY BAN GUARDS HALIFAX (CP) Attorney- General Leonard Pace of Nova Scotia said Wednesday legisla tion might be introduced to pro hibit communities from contracting for police services with private security firms. RANKS HIGH The first report, which is a review of all securities markets, says the Canadian market "must rank with the capital markets of such large countries as Germany and Japan after the U.S. and the U.K. in terms of being the best in the world." Subsequent papers in a planned series of eight will deal with specific sectors of the se curities markets.

A paper was released Wednesday on trust companies. Prof. Shaw said he and his University of Western Ontario partner talked to senior man agement of trust and not fund managers and found that the corporate policy makers were not interested in stock exchange membership or negotiated commissions. In the review- of securities markets, the researchers' found that the financial institutions- such as trust and insurance companies and mutual funds- were becoming increasingly important factors in the securities markets. This- follows similar trends in the United States and Britain.

Their research also showed that Canadian 'firms have less equity financing than U.S. or U.K. firms. Prof. Shaw said one barrier to greater equity financing in Can ada seems to be a fear of dilution of equity by existing share- noiders.

Time's net income down (By The CP) Time Canada Ltd. of Montreal, a wholly- owned subsidiary of Time New York, reports net income during 1971 of $837,856 compared witn $864,084 1970. The com pany states its financial position in Canadian funds. The company's financial statements were filed with the department of corporate and consumer affairs as required by new legislation governing dis closure of financial results of federally chartered companies with assets of more than $5 million or sales in. excess of $10 million.

Revenue from subscriptions amounted to $3,474,174, up from $2,935,698 a year earlier, while news-sta-nd sales totalled $877,751 compared with $873,090 in 1970. Herb Gray made this clear.

The real problem, said Mr. McKeough, is that the province's capital-raising problems are linked to the sharing of tax revenues a connection which Mr. Turner refuses to make. The imbalance of tax sharing had placed Ontario in a deficit position and necessitated bor rowing outside the country. This year the province and Ontario Hydro plan to borrow $800 million.

So far the province has borrowed $100 million and Hvdro has borrowed $100 million in the United States and $30 million in West Ger many. Mr. McKeough said he doubts the rest of the money needed can be borrowed in Canada without disturbing the market After the meeting among Mr. Turner, Mr. McKeough, Charles MacNaughton, chairman of the province's health board, provin cial Health Minister Richard Potter and Robert Welch, pro-! vincial secretary for social de velopment, the federal finance minister said be had received little satisfaction.

Mr. Turner said Ontario accounted for one-quarter of the $600 million borrowed abroad by provinces since April and this total, along with $700 million borrowed privately by Canadians, is contributing to upward, unstable pressure on the Canadian dollar.
