OECD's development tance committee, of Ca-, nada is a member, also ed that official development aid given by all governments rose per cent to $7.7 billion. But Canada's governmental aid program fell short of its goal, de; dining to $342 million' from $346 million in 1970. OECD said its figures for 1971 are preliminary, and subject to revision. The Canadian Parliament voted a $60 million increase last year in the official aid program, bringing it to $424 million, and added another $60 million for this year. However, the Canadian Inter national Developmend Agency, which handles the government foreign aid program, has said there is inevitably a time lag between the voting and allocation of foreign aid funds, and their actual expenditure. OECD said two problems grew during the year in its foreign aid work.

Inflation and exchange rate revaluations cut into the real benefit receiving countries received from the aid given them. While the gross national produce of the 16 donor countries combined rose by 9.1 per cent last year, S.4 per cent of jhejn-crease was inflationary. The other problem was that donor countries tended to tight en the terms on which they grant low-interest loans. Loans in 1970 were granted for an av erage term of 30.2 years, but this was reduced in 1971 to 28.6 years. In Canada's case, the average loan granted in 1970 was for 48.S years, cut to 40 years in 1971.

And the average interest rate charged by Canada was raised to 1.1 per cent a year from two- tenths of one per cent in 1970 loans. Toronto stock- quotations Indies, (cont.) Indus, (cont.) The announcement was made today in, a statement by Envi ronment Minister Auld who said the ban would take effect in the next couple of weeks as soon as the regulations are printed in the Ontario Gazette. Mr. Auld also said the cabinet has agreed to control similar containers' of plastic coated pa per. But these regulations would not be enforced, until the ministry met with dairy He said, however. that the government can take immediate action on the one-way plastic containers because they have only just been test-marketed in Kingston and Hamilton.
