A vice-president of Campeau Corp. stripped away the secrecy Monday from Mayor Lorry Greenberg's mysterious reference last week to plans for a "model community of North America" in Ottawa. Tibor Gatszegi, a member of the mayor's advisory committee on housing, told committee members that Mr. Greenberg wants a development in the city's south-east end patterned after Tapiola, Finland, which won world attention when it was developed two decades ago. Tapiola was created in 1952 by a non-profit housing foundation on a 670-acre rural site outside Helsinki.

The result was a "garden city" with an innovative mix of housing designs which preserved as much of the natural beauty of the site as possible. It was conceived as a self-contained community rather than a dormitory town, and 80 per cent of the population of 16,000 is employed locally. Mr. Greenberg said last Wednesday he had plans for a model community of 20,000 to 25,000 persons within Ottawa that would require "ability, willingness and guts" to develop. However, Mr.

Greenberg refused to comment further, saying he would reveal details in a few weeks his ideas with the planning board. Mr. Gatszegi raised the subject Monday as the committee was discussing housing goals it would like to see implemented in the Eastern Community, a 900-acre tract of vacant land east of Bank Street and north of Hunt Club Road. Mr. Gatszegi told the members of the committee there had been a "change in the wind" about the total plan of the Eastern Community since the committee last discussed the subject Oct.

6. He said plans for a Tapiola-style development are at a very early stage, and no commitments have been made. He said Campeau Corp. and Tartan Development which own 90 per cent of the Eastern Community, have both agreed to look into such a plan. "We're putting our heads together with city hall planners to try to see the feasibility of adapting it for the Eastern Community plan," he said.

Tapiola while on a trip to Europe last year and had been impressed. A couple of months ago the mayor asked him if he would be willing to visit the town, which is six miles from Helsinki, to see if its concepts were adaptable to North America. Mr. Gatszegi went, and was also impressed. "I personally think Tapiola is a great concept." Single-family homes with city-sized lots are a rarity in Tapiola, but because of the large green areas which have been preserved, population density is only 24 people an acre.

One of the features of the community is a large power plant that supplies central heating, hot water and electricity to the town. The aim of the builders of Tapiola was to create a town accessible to all social and economic groups. Consequently, almost 80 per cent of the sites were given over to state-subsidized housing. The most persistent criticism that has been levelled against Tapiola is that it is too unstructured and spread out. Mr.

Gatszegi was reluctant to elaborate on how a Tapiola-style community might be adapted for the North American market. "Whether we can live with it in the North American context remains to be seen." The proposal for a model town in the eastern community throws a monkey-wrench into the gears of a planning process which has already begun for the vacant land. A public meeting was held two weeks ago to acquaint area residents with two development options for the Eastern Community, but the model community proposal wasn't one of them. If the mayor's idea gains support, it will presumably mean a hurried redrafting of proposals and leaves open the question of citizen input into the planning process. It also raises questions about role of the mayor's advisory housing committee, which learned of the Tapiola proposal only Monday and which has been busily working on proposals of its own for the eastern community.
