Campbell said in New York the CMJHL is hardly in a position "to dictate the price" for talent going to the major professional leagues. "It seems strange that the National Hockey League can set the waiver price of players in their league or the price for the professional reverse draft, but now it is wrong for us (the CMJHL) to try and establish a fair price for our graduates," Wilson said. "We have tried in good faith to get the NHL and World Hockey Association to sit down and work out a new agreement, but Campbell has stated emphatically that the NHL is not interested in talking until the WHA pays the $195,000 owed to the Canadan Amateur Hockey Association for players signed in the 1974 amateur draft," said Wilson, owner-manager of Rcgina Pats of the Western Canada Hockey League.

Because of the NHL's position, Wilson said all 34 major junior clubs in Canada will be forced to adopt the one-year age increase for junior hockey which the CAHA passed last year at its annual meeting in Winnipeg and immcdatcly exercise the one-yeaf option on a players' services for the coming year. "It is unfortunate that the NHL has coerced us into a situation which affects our players, but the NHL has taken the position that they can draft and sign any graduating junior player they wish," said Wilson. Wilson, who just returned from the CAHA annual meeting in Quebec City, said the three major junior leagues in Canada Ontario Hockey Association Major Junior A series, Quebec Major Junior Hockey League and the WCHL are prepared to fight together to survive financially. Howard Darwin, owner of London Knights and a part owner of Ottawa '67s of the OHA, said it should be considered that since 1967 the NHL has collected about $60 million in franchise fees, but has paid the CAHA only about $8 million during that period for player development. Frank Spring, president of the British Columbia Amateur Hockey Association (BCAHA) disturbed the languid atmosphere of Thursday's final plenary session. Spring said that since 1972. when the Western Canada Hockey League one of three major leagues in Canada that recently banded together to form the Canadian Major Junior Hockey League-entered British Columbia, the CAHA had not helped his branch make the WCHL conform.

QUEBEC (CP) Don Johnson, of St. John's, is the new president of the Canadian Amateur Hockey Association (CAHA), succeeding Jack Devine, of Belleville, Ont. But before Johnson had time to settle into the chair at the association's 58th annual convention, there were indications that he and his executive board will be assailed during the coming months by protests from within the CAHA as well as harrassment from outside influences.
