They took the attitude that their association, as a major Ottawa group, should hear the Mayor's proposals. Scott Joyce, reporting to the board on the Mayor's two meetings Tuesday night, said, "she was quite obviously very, very sincere and has a great desire to secure the support of the various communities for her "However," he said, "I think she is going to have a hard time selling her plans." Director Henri Berthiaume pointed out that often the construction of low-cost housing was inferior, and lawns and yards developed into depressed areas. Children flooded the streets, playgrounds and parks and they had no other place to play. Devaluation Opposed President Geoffrey Wasteneys said the association was not opposed to low rent housing in principle but that anything done by the city should be done in such a way as not to devaluate the properties already existing in an area. The city should not disturb residents of an area unduly and they should never destroy the investment residents of a community have made in their homes in the area.

city and the need for convalescent homes. Taxes Attacked The president made a attack on present tax methods. "I accuse the City Council of Ottawa of being delinquent in their duty to property owners," he said. He pointed out there was a continually increasing tax burden on property owners yet no single member of the council ever spoke out against it or sought any other method of raising revenue. In particular he suggested there should be some relief in education taxes.

Health and welfare, relief and other aid should not be a direct charge on the property owner, he said. A committee will be set up to study the matter with a view to seeking reforms.
