Figl Slated to Assume Post; Reds Poor Third in Vote VIENNA, Nov. Figl, 43 year old chairman of the rightist Volkspartei, appeared slated tonight to become chancellor of Austria as a result of Sunday's national assembly elections. Figl said his party won the election by 51 per cent in defeating the Socialist Party of Chancellor Karl Renner, which ran second, and the Communists, who trailed a poor third. The Volkspartei, like the Socialist, is strongly Catholic. Figl said "hunger and cold drive people to extremes and we want to avoid that; for this reason we must askv help of the Allies." He also appealed for withdrawal of occupation troops from this "free and independent nation." COALITION FORESEEN.

"We must not only orientate ourselves eastward, but westward we want to be the bridge between the west and the east," he declared. "The Volkspartei is not going to take over the government alone. Every party la morally obligated to co-operate and to share responsibility." It was expected that Figl would form a coalition cabinet with all three parties represented. His Volkspartei is made up of ele ments opposed to state socialization. He is expected to head the National Assembly to be convened not later than December 12.

Returns from 89 provinces gave the Volkspartie 1,500,467 votes, the Socialists 1,353,047 and the Communists 168,856. Under the Austrian system of proportional representation, this indicated the Volkspartie would get between 86 and 88 of the National Assembly's 165 seats and the Socialists would win between 74 and 77, depending on whether the Communists win three or five seats. VICTORY CERTAIN. With four districts undecided and 12 unreported, the Volkspartie already had won 76 seats, the Socialists 70 and the Communists three. Most of the unreported districts were expected to be carried by the Volkspartie.
