Robert Morse and Inger Stevens are starred. 'The Gnome-Mobile," a. fare rather poorly. The production generally comes through as second-rate. David Tihmar's staging seems frantic, partly because the musical isn't very adaptable to the round. Yet Paul Glover's ambitious choreography does occasionally rescue the situation not enough, I regret to say. The engagement continues in San Carlos for three weeks.

LET'S DANCE "Let's not talk, let's dance," someone is heard to say. And the dancing manages to shore up a few of the sagging moments. Miss Dunn brings her own pert vivacity to the role of Charity, a shopworn and Brooklynese tin angel, who believes in love because "you gotta believe in some religion." But the part is long and demanding. And it eventually overwhelms Miss Dunn, despite her drive and good-natured energy.

There are amiable contributions as well by Paula Kelly and Judy Cassmore, as taxi dancers who work with Charity. The Broadway liit musical still running after two seasons would have to provide New Yorkers with considerably more razzle-dazzle than the show Danny Dare and Sammy Lewis slapped together for the West Coast debut production, which stars Elaine Dunn. Without the zip, embroidery, gilding and polish of a Broadway showpiece, the musical cannot possibly conceal its innumerable deficiencies. CHALLENGES They plainly jump out at you on the Circle Star's arena stage, where the challenges are greater and the risks are roundly inexorable.

"Sweet Charity," on the contrary, is a rather square little musical, full of old-fashioned, licartstring humor about a cheery, hopeful tart (euphemistically called a dance-hall hostess) who is looking for love. Invariably, the men she trusts deceive her. If this sounds familiar, it's not necessarily because the musical is vaguely based on Fellini's memorable film, "Nights of Cabi-ria." The central idea is as old as "The Lady of the Camellias." SIMON'S BOOK But Neil Simon, who took charge of the book, didn't succeed in freshening a wilted chestnut, as Fellini's movie somehow did. Nor does Cy Coleman's music offer anything better than a conventionally pleasant tune like, "Hey, Big Spender." As for Dorothy Fields' lyrics, they can barely be called adequate, with sloppy metaphors like, "She's a brass band; she's a pet; she's a Modern Jazz Quartet."
