T11K FEES OF PILOTS. Rejection by the Senate of the Substitute 1II1I.

SACRAMENTO, March Sonata to night refused to accept the bill offered as a substitute for tho measure providing that the fees of pilots in San Francisco be reduced. It. was rejected by a vols of 22 to 15. The orlg Inal bill Is yet before the Senate on the second Senators Gillette and Cleaves advocated the adoption of tho substitute. The Humboldt Senator objected to tha, first bill because ha thought It vested too much power In the Cham ber of Commerce.

He said the control of tin pilot system should rest with the State, He explained that the substitute provided for satisfactory compensation, prevented dlscrlm Inatlon and compelled the pilots to file reports of their work and receipts. Dickinson complained that the substitute affected San Francisco alone and he said that pilot fees sre lower In other ports because wages fr lower. Cleaves claimed that the measure would place San Franclaco on a footing with other ports. He agreed that some years aso, when there were few capable men for pilot service, the present system might have been necessary. He said there IS a general demand for reduction and be read an editorial from "The Examiner" in which reasons for the proposed changei were set forth, Morehouse opposed both bill and substitute, contending that a reduction might cause Inefficient that the firms psying heavy charges are not in favor of the reduction and thatr any reform should be directed to a reduction In wharfage rates.

Wlthlngton declared that there Is but on remedy and that Is that Congress pass laws regulating the system. Gillette gave notice ot reconsideration. Supervisors Aineaiinients. SACRAMENTO, March bill giving the Supefvlsors power to. Increase arbitrary assessments was defeated In the Assembly early last week.

Dibble gave notice of reconsideration, which was the next day granted. The bilt came up again to-day. Bett-man offered an amendment cutting, out the clau? which prevents Supervisors lowering arbitrary assessments. Belshaw and Dibble spoke against the amendment and It was lost. Dibble explained that the pur-poso of the bill was to bring the work of Assessors out Into the light of day; that it a good Din ano snouia never nave oeen defeated.
