D. two-thirds of all the members elected to rat of the two houses of sain Ln-Kimniuie voting In favor thereof, proposed the following described amendments to the Constitution of the Btato of California, to wit: Amendment rYnmber One. (Assembly Constitutional Amendment No. 33.) ARTICLE XIII.

Section 1. All property In the State not ex empt under tho laws Of tne uiiim cuaicn, or ihiM shall he taxed In proportion to Its value, to be ascertained as provided by law. The word "property," as uwa in mis article and section, Is hereby declared to in- elude moneys, credits, bondB, siocks, cues, franchises, and all other matters and things, roal, personal, and mixed, capable of private ownership; provided, that property used for free public libraries and free public museums, growing crops, mort gages, trust deeds, property used exclusively for public schools, and such as may belong to the United States, this State, or to any county or municipal corporation within this Stato, shall be exempt from taxation. The Legislature may provldo for a reduction from credits of debts due bona fide residents of this State. Section 2.

Section four of article thirteen of this Constitution is hereby repealed. Section 3. Section five of article thirteen oi this Constitution is hereby repealed. Amendment Number Two. (Senate Constitutional Amendment No.

8.) ARTICLE II. Section 5. All elections by the people shall be by ballot or by such other method as may be prescribed by law; provided, that secrecy ia voting be preserved. Amendment Number Three. (Assembly Constitutional Amendment No.

19.) ARTICLE XII. Section 3. The liability of stockholders of corporations or Joint stock associations shall be limited by the face value of the shares of the subscribed capital stock or shares of such corporation or association; and whenever any shares have been fully paid up, the holder of such shares shall not be further liable to such, corporation or association, or the creditors thereof, on that acount. Each stockholder of a corporation or Joint-stock association, whose capital stock is not fully paid up, shall be individually and personally liable for such proportion of all its debts and liabilities contracted or incurred during the time he was a stockholder or shareholder, as the amount unpaid upon the stock or shares owned by him bears to the whole amount unpaid upon the subscribed capital stock or shares of the corporation or association. The Directors or Trustees of corporations and Joint-stock associations shall be Jointly and severally liable to the creditors and stockholders for all moneys embezzled or misappropriated by the officers of such corporation or joint-stock association, during the term of office of such Director or Trustee.

Amendment Number Fonr. (Senate Constitutional Amendment No. 25.) ARTICLE XI. Section 6. Corporations for municipal purposes shall not be created by special laws; but the Legislature, by general laws, shall provide for the Incorporation, organization, and classification, in proportion to population, of cities and towns, which laws may be altered, amended, or repealed.

Cities and towns heretofore organized or Incorporated may become organ-laud under Buch general laws whenever a majority of the electors voting at a general election shall so determine, and shall organize In conformity therewith; and cities and towns heretofore or hereafter organized, and all charters thereof framed or adopted by authority of this Constitution, except in municipal affairs, shall bo subject to and controlled by general laws. Amendment Number Five, (Senate Constitutional Amendment No. IS.) ARTICLE XI. Section 8'j. It shall be competent, In all charters framed under the authority given by section eight of article eleven of tins Constitution, to provldo, in addition to those provisions allowable by this Constitution and by the laws of the State, as follows: 1.

For the constitution, regulation, government, and Jurisdiction of Police Courts, and for the manner in which, the times at which, and the terms for which the Judges of such courts shall be elected or appointed, and for the compensation of said Judges and ot their clerks and attaches. 2. For the manner In which, the times which, and the terms for which the members of Boards of Education shall be elected or appointed, and the number which shall constitute any one of such Boards. 3. For the manner in which, tho times st which, and the terms for which the members of the Boards of Police Commissioners shall elected or appointed; and for the constitution, regulation, compensation, and government of such Boards and of the municipal police force.

4. For the manner In which, the times at which, and the terms for which the members of all Hoards of Election shall be elected or ap pointed, and for the constitution, regulation, compensation, and government of such Boards, and of their rlerks and attaches; and for all expenses Incident to the holding of any election. Where a city and county government has been merged and consolidated into one municipal government, it shall also be competent in any charter framed under said section eight 01 said article eleven, to provide for the manner in which, the times at which, and the terms for which the several county officers shall be elected or appointed, for their compensation, and for the number of deputies that each shall have, and for the compensation payable to each of such deputies. Amendment Number Six. (Assembly Constitutional Amendment No.

States, every person who shall have acquired the rights of citizenship unacr or uy vhtub oi the treaty of Queretaro, and every naturalized citizen thereof, who shall have become such ninety days prior to any election, of the age of twenty-one years, who shall have been a resident of the State one year next preceding the election, and of the county in which he or she claims to vote ninety days, and in the election precinct thirty days, shall be entitled to vote at all elections which are now or may hereafter be authorized by law; provided, no native of China, no Idiot, Insane person, or person convicted of any infamous crime, and no person hereafter convicted of the embezzlement or misappropriation ot pubUc money, and no person ho shall not be able to read the Constitution In the English language, and write his or her name, shall ever exercise the prlviVge of an elector In this State; provided, that the provisions of this amendment relative to an educational qualification slia'J not apply to any person prevenica ny a pnysicai usability from complying with its requisitions, nor to any person who now has the right to vote nor to any person who shall be sixty years of age and upward at the time this amendment shall take eiTect. NOW, THEREFORE. Pursuant to the provisions of the Constitution, and an Act of the Legislature entitled An Act to provide tor ih uhmisi9on of certain nronnsed amend ments to the Constitution of the State of Cali fornia to the quRMned electors for their approval," approved March 7. All the Arrangements Completed for Kindling the Council Fire of the Great Sun, MANY LADIES AMONG THE GUESTS Delegates and Representatives of Every County in the State Will Assemble in the Great Wigwam. All the arrangements have been completed for the entertainment of the representatives of the thirty-first Great Sun Session of the Great Council of the Improved Order of Red Men of California.

The council fire will be kindled on Tuesday morning next, and for three days the pipe of peace will be vigorously smoked. About seventy-five ladies of the Degree of Pocahontas will present and a number of ladies have been busy for days arranging and decorating the balls where they will convene In the fourth Great Sun Council. A very handsome silver medal of exceptional artistic excellence will be presented to each rider in the relay. I expect samples of these medals in a few days. An earlv answer will be appreciated, as It will necessary to place the riders in their respective relay and It ia decided also to have a iral ride before the final event.

The first reply received came from the Olympic Club Wheelmen, through its Secretary, J. W. Mullen, and was as follows: Your proposal to the Olympic Cluh Wheelmen to furnish a rider in the Transcontinental Reiay Is accepted, provided the flub sending the first entry to your office ia allowed to ride the first relay. If this la acceptable, we name Mr. Allan N.Jones as courier and Mr.

Edward Chapman as his alternate. We thank you for the invitation and wish ymi all success in the management. Other selections will be made as the names are submitted, tt Is expected that the ten riders who will convey the message on the first stage of its journey will be named soon. The question of Sunday racing on this Coast has been settled in the negative by a decisive vote of the National Racing Board. The Board of Officers of the California Division petitioned the Racing Board to suspend its sanction rule as It related to contests when they took place on Sunday.

The members of the board decided that the sanctioning rule was the rook on which 11 their authority was founded, and It would be fatal to suspend it. The question will agafn be brought before the National Assembly in February next, when it will be settled finally. The road contests across the bay to-morrow will be for members of the Acme and Reliance Club wheelmen. Both will be I over the usual Haywards course.
