This is quite an increase yet it has moved without material difficulty. Itactically all of Uiis bay has been from the warehouses and was, therefore, in order.

Very little damaged by the early rains arrived during the week. Considerable choice hay has arrived, thereby satisfving tlie demand for this grade which existed 'during the previous weeks, and although the flrst few cars sold iu eiee. of top quotations, it was difficult to more than quo-Utinna during Uie latter part ot the week. Although most holders of hay think theirs should come under the head of "fancy," it is only very fow sections that ship this grade to the market, and from theae sections only a very small percentage of what can be termed "fancy" arrives. In other words, 0O per cent of the hay received is of the medium and poorer grades, and only about 10 per cent of the entire crop will grade fancy according to the ideas of the San Francisco market There has been some improvememt tn Interior shifJments, veil as in tlie demand for export Alfalfa has been in good supply and prices are somewhat easier.

NTTW YORK, January 18. Coffee futures were qui't but steadier today. In some smarten the Improved tone was attributed to the disparity 1 ween futures quotations and the primary view of values whicn was supposed to have checked telling. The bulk of the buying, boweyer, was believed to be in the tray of covering over the week-end on an advance in futures at Santos. The opening here was 10 to IS points higher and the markot closed at a net advance of 15 to 27 points.

The following statement, conspicuously printed In this afternoon's papers, may be conKiJercd authoritative: situation as regards the Ger-majj. army is uncertain, but it is believed that the 1913 and 1919 classes have been retained with the crrtjors, which may amount to men, while, from the number of divisions still existing, a far larger number of men must still bo under arms. t- For the momfent their attention Is probably fully occupied dealing with' the internal situation. Should Ebert gain complete control the army 'Would again be free, while if, on the other hand, the situation develops in favor of the Spartacans and leads to continued action with the Russian Bolshevists a dangerous situation would arise.

As to the wisdom of Foch's military requirements for the allies thcr can be up two opinions. Up to January 8 the Germans had surrendered 2,713 aeroplanes, of which 906 were in bad condition. The Germans have determined to seize all possessions of Poles in l'nissla if the i Polish provinces of. CJermany are to be restored to Poland. All parties in Germany are agreed to this Step, and it would bo the easier, as German Immigrants In these provinces have been armed by the government.

POLISH POSSIBILITY. Poland is regarded as even more important to Germany than the left btwik of the Rhine. If she keeps these provinces, Ebert c'cclares, she can increase her influence south and east and some day reconquer in the west what she has lost now. Germany will reconquer the west through the east. If, on the other hand, she loses these provinces the rebirth of her political power through pacific penetration in the east would be impossible.

J'hese statements were made at a meeting of all parties held by the last Chancellor, Prince Max of Haden, at a secret session of the budget commission just before the armistice. It is clear that Germany will resist, the re-establishment of Poland to-the utmost, as it means a death blow to her ambitions for eastern expansion, and she realizes that the allies' true interest and that of future peace in eastern Europe will fctand or fall with the new Polish state. The German policy is to -leave PpjCnd an easy prey after being ravaged by the Bolshevists, and they seek to insure this by handing oyrr, their arms to the Bolshevists. RUSSIAN POLICY. 1(Jn North Russia we have raised a number of troops whose training is proceeding well, but the present native troops are not in quality or quantity sufficient to make headway against the Bolshevist forces if left to themselves.

'It, must be understood that the British cannot act independently, bui tnust co-operate with the allies, and the big question of policy as regards Russia can only be settled al in Paris. Tending such a decision the British government has no intention of doing what has been stigmatized as attacking Russia or the troops now in that country. There was no truth in the story yesterday of a large anti-Bolshevist rffftflg. the Balkans there have been disturbances in an area Just north e. the armistice line which necessitated its occupation by French and Rumanian troops.

It is not likely there will be any serious disturbances, as this territory is held by an allied force of occupation pending its final disposal at the peace conference. Camp Lewis Denies Cat. Men Are Delayed CAMP LEWIS, TACOMA January 18. Replying to charges made by Chairman Crombie Allen of the military affairs committee In the California Legislature that California soldiers were being held here while Washington men were given the preference in the discharges, division officers today said it was untrue.

Var Department orders, issued for the demobilization of the men, they pointed out, are that men from this Statte, Oregon, Idaho, Montana and an! far east as Minnesota, will be discharged here and given travel pay to the point from where they were inducted at the rate of three and. half cents a mile. There are two demobilization points in California, at the presidio, near San Francisco, and at Camp Kearny, near San Diogo.
