It was an interesting experience to meet Garnett Bennett of Spencerville. He's the father of Art Bennett who directs the junior extension program in provincial department, Toronto, and is secretary of the Junior Farmers Association of Ontario. Many friends will regret to learn that Herb W. Graham is a patient in Ottawa Civic Hospital. He is well remembered for his contribution to farming as one-time agricultural representative in Dundas County.

By the way, there were 108 lots in the Ottawa Valley seed auction at Lansdowne Park and the consensus was that prices were fair to good. CITY OF HUU The briefs are being handled by H. E. Wright, engineering departmertf, Ontario Agricultural College. One presentation will be made by the Stonnont Federation of Agriculture which has complained about availability of spare parts, particularly on Saturdays and holidays.

Hsy Improvement Ed H. Wallace, manager of the Ottawa Valley Seed Fair, was enthusiastic about the "wonderful improvement" in hav at the show. There were recruits are processed. A total of some 23,300 men enrolled for the first three courses in Ontario and 15,300 graduated. Because of the recruiting slump, militia training centres at Listowel, Sarnia and one in Hamilton have been closed for the fourth course.

A centre has been opened in Timmins. Only three of the 45 training centres in Ontario recruited their quotas for the fourth course Timmins, Sudbury and North Bay. Hamilton's enrolment was down to about 300 from a peak of 867 in January and London recruited only half its quota of 300. Toronto, with a target of 2,050 men at four training centres, had recruited only 659 men by Monday night with 199 more applicants being processed. Journalist Seeks PC Nomination MONTREAL (CP) Clement Brown, parliamentary correspondent for Le Devoir, Sunday night announced his candidacy for the Progressive Conservative party nomination in Mont-real-Dollard in the coming federal election.

Mr. Brown also announced his resignation from Le Devoir. He is president of the Parliamentary Press Gallery. Present Commons member for the constituency is Guy Rouleau, a Liberal. CANADA PROVINCE OF QUEBEC DISTRICT OF HULL By The Canadian Press Canada-wide recruitment for the last of four scheduled militia survival training courses is more than 35 per cent off target, the lowest enrolment rate in the winter-long program.

The first three six week courses turned out 51,304 qualified men. The final course, which started Monday, is likely to add only about 11,000 men if past patterns of drop-outs and failures are followed. The government aimed to train 100,000 men, 25,000 in each of the four courses. An army spokesman in Ottawa said 15,627 men were enrolled for the fourth course as of Monday night. The total is expected to exceed 16,000 by Thursday's registration deadline.

Only the Atlantic provinces and Manitoba recruited their quotas. Central Command spokesman at Oakville, attributed the recruitment slump to "resumption of a lot of employment" with the spring opening of forests and waterways. Expect Big Drop-out If past performances are repeated during the fourth course, more than 3,000 men will drop out before finishing and another 1,500 will fail examinations at the end of the course. The drop-out rate in the first three courses averaged almost 20 per cent and 12 per cent of those who completed their courses failed exams. The army considers those who did not graduate 6,950 men during the first three courses could be called on in an emergency along with successful candidates.

Of the 20,523 recruits in the first course, 2,891 dropped out and 2,143 others did not graduate. In the second course, 4,436 of the 25,983 recruits dropped out and 2,563 missed the exams. One-quarter of the 25,436 who enrolled in the third course 6.351 men dropped out and 2,244 failed to graduate. Leave For Jobs Army spokesmen said many of the drop-outs are known to have left for civilian jobs. They indicated that many of those listed as deserters probably also quit to take jobs.

Militia pay is $108 and $65 for living-out allowance. Ontario had enrolled less than half its fourth-course quota of 8,750 by Monday night, with 4,221 men. D. Moore of Ottawa, manager of the Canadian Council on 4-H Clubs, in advance of the 31st annual meeting of the country-wide organization. The convention, for which President J. C. Bremner of Frederirton will be in the chair, is scheduled to be held April 29-May 2 in the Hotel, Edmonton, with delegates attending from 10 provinces.

Mr. Moore said an increase had been recorded for membership and projects in 1961, during which 5,454 clubs were organized and enrolments in projects rose to 81,978 from the previous total of 78.206. Individual memberships totalled 70,823 compared with in 1950. Additions were made to the training program each year, said Mr. Moore who pointed out that members now had the choice of 43 projects compared with 19 in 1950 and supplementary activities included farm safety, public speaking, career guidance and other features.

All this expansion pointed to the importance of capable leadership according to Mr. Moore who said: "One of the greatest single needs in 4-H is for more well-trained leaders." The role they would play would be of even greater importance in the future.
