Guerrillas Attack Israelis By The Associated Press Palestinian Arab guerrillas and Israeli troops fought a stiff battle Friday night in the south ern Jordan Valley near the town of Jericho, a guerrilla broadcast from Cairo reported.

The guerrilla station, Voice of Assifah, said the guerrillas gained the upper hand in the first hour of fighting between Jericho and the village of, El Ouja. The Israelis rushed in seven tanks and a helicopter, it said, and morge reinforcements were arriving. Jordan's Radio Amman made no mention of the clash but claimed guerrilla forces mounted a mortar and machine gun attack on Jordanian army positions in northern Jordan late Thursday and kidnapped two soldiers. Palestinian guerrilla's in Bei rut countered the Amman re port with charges that the Jordanian' army was moving up troops' and tanks for an "all-otit offensive" to end the guerrilla presence in Jordan altogether. Communiques released by the Al Fatah guerrilla office also said Jordanian soldiers attacked four guerrilla bases near Je- rash, 25 miles north of Amman.

But he promised bis govern ment would consider carefully the proposal made by the On tario Association of Mayors and Reeves that employables work for welfare assistance. The premier spoke to Pro gressive Conservative officials from the Saint Lawrence Dis trict Association of Stormont Glengarry, Grenville Dundas, Leeds and Lanark ridings while visiting Upper Canada Village. He reiterated that govern ment policy on grants to sepa rate school systems would re main unchanged and said it was "intriguing" to see mill rates for school boards de creasing throughout the prov ince. But what about municipalities raising mill rates to absorb the school board decreases? "My, my, my, the 'govern ment has never heard about this," he answered. When asked about regional government Premier Davis said his government is still sold on it although eastern Ontario may be less suited to the sys tern than other areas.
