To Vaclav Hosek, 41, of Czechoslovakia, it's like a big stadium where all the people are greeting him. Mr. Hosek. a waiter from the Tartan- Hotel on Winceslas Square, Prague, is on a scooting Hour of Canada and the United Stales. And that's not motorized scooting either.

His scooter is modelled after tlhe scooters children use. A friend from a bicycle factory near Prague helped him build the customized vehicle, conv plete with brakes, seat, bell lights and room for baggage. And what the dickens is a 41- year-old waiter from Europe doing running around on a scoo ter? DREAM TO REALITY In 1969 Mr. Hosek said he dreamed he went on a world tour by scooter. At the hotel the Plan Course For Water Technicians Water technicians in the Ga-tineau area may be able to learn more about their trade without leaving home this fall.

The Quebec Professional As sociation of Water Technicians" (APTEQ) hopes to give a 360-hour course designed to increase the technical knowledge of its members. APTEQ's executive committee, headed by Maurice Pilon -of Chambly, Que met-with local members in Aylmer Friday to discuss the association's membership, constitution and educational policies. The 150-member association hopes to make the Gatineau one of its regional sections in the near future. Local members in APTEQ Include Jean Louis Biron, uperlntendent of Hull's future filtration plant, and Gerald Leclaire, supervisor of Aylmer's water treatment plant. 3-County, Town Board In Works? SMITHS FALLS (Staff) An area planning board which could include three counties and the separated town of Smiths Falls may become a reality in mid-July, municipal affairs department planner Bruce MacNabb of Ottawa, said Friday.

Mr. MacNabb said Kitley township and Merrickville have shown an interest in the formation of a joint planning board now being discussed between Smiths Falls and the four sur rounding townships of Montague, Wolford, North and South Elmsey. If the 1 a is adopted it would involve Lanark, Leeds and Grenville counties and Smiths Falls. An Ottawa firm will submit a planning appraisal of the project later this month. Over-all cost of the board, excluding Merrickville and Kit-ley township was estimated at $13,500 earlier.

The addition of Merrickville and Kitley would increase the over-all cost, but lower the individual municipalities' share. BLOW UP HOUSE BEIRUT. Lebanon (AP) An Israeli army patrol crossed Lebanon's southern border early Friday and blew up an empty house near the village of Yaroun, a military spokesman reported. There were no casual ties. Mr. Hosek makes his trips during his annual four weeks' vacation and takes two weeks off without pay. Many people abroad see him as a representative of Czechoslovakia, but he says he puts his own personal interest before everything else. IN GOOD SHAPE A six-foot, 200 pound man of ruddy complexion and powerful build. Mr.

Hosek can average 60 miles a day pushing from either side. He says his job as a waiter keeps his legs in good shape for his trips. Mr. Hosek arrived in Canada May 31 by plane and the first Canadian he met gave him a Canadian, flag. He has met many more Canadians since his arrival and many hitchhikers.

They've accepted him very well, he said through a translator at the Czech embassy. When he returns home, he will speak of Canada "in the best light," he. said. After a three-day stay in Ottawa, Mr. Hosek is scooting on to Toronto, Niagara Falls, Cleveland, Chicago, Washington and New York.

Next-year'e goal is Africa. He intends to make these trips on his flag-bedecked scooter every year as long as he has the strength. He has on occasion considered abandoning his hobby, but always the thousands of e'neouraging letters have changed his mind. The recommendations were contained in the first report of a six-man study commission on the status of. water, headed by Judge Rolland Legendre of Provincial Court. The principal proposals the creation of a special ju dicial domain concerning water; the dissociation of water from real estate; a constitutional clarification of jurisdiction in this domain; the clear and precise recog nition of the principle of accessi bility to all water as a public domain. The report recommends that access to water bodies "being part-of the be declared a fundamental right" so that citizens can use them within accepted standards.

Some observers In Quebec re gard this as a move to abolish private fish and game clubs. The" Quebec government did not comment on the report but earlier this year cancelled the leases of a number of clubs and ordered others to let in the pub lic at certain times. "But since then we have been receiving applications at the rate of 50 week that 2,500 for the year if it keeps up. The word's getting around." Mr. Burns attributes this demand to the increased market price of apartments.

"An elderly couple who used to pay $95 for an apartment have had their rent increased to $120. Unless they want to live in a miserable hole, they have to look to this to exist." Rents a't the new apartments are based on the tenant's income. A one-bedroom apartment can run as low as $34 for a single and $44 for a couple. The buildings are owned by the Ontario Housing Corporation which has put up per cent of the cost and borrowed another 50 per cent from the Central Housing and Mortgage Corporation. The City of Ottawa has put up lYt per cent of the i mm cost and takes care of rental admissions.

5 Mr. Burns said the city must consider asking OHC for tnore apartment buildings. "This is not the city's legal responsibility," he said. "But It is Certainly our moral one." Construction will begin later this month on the eighth apartment building (of the Initial 10), a 21-story 240-unit building bounded by Gladstone Avenue, Balsam, Rochester and Preston Streets. The architect is McLean McPhadyen and contractor V.
