C. Young, by Stephen Barnson, State real estate commissioner, on the activities of the department during his term in office. Despite the tremendous increase in business and activities of the department, only 32 per cent increase in the expenditures will be needed during the next fiscal year, Mr. Barnson states.

The outstanding achievements of the department, according to the report, are virtual extinction of "free lot schemes," stopping sale of nearly 20,000 acres of practically worthless land in Imperial County; prosecution successfully of DO per cent of the cases of violations and inspection of several agricultural and land settlement projects.
