Jury which has been investigating lyn Rapid Transit matters for the past month to-day brought in a presentment before Justice Fursman in the Criminal Term of the Supreme 'Court, together with Indictments against six men, making them in part responsible for the false reports that had been circulated about Brooklyn Rapid Transit, with a resulting depression of the stock. The men Indicted are Alfred R. Ooslln, who was arrested In Philadelphia; Harry J. Alexander, an advertising agent; Charles T.

Davis, editor of the "Wall Street Review," and Eugene L. Packer, all three of whom were put under arrest in this city; Warner L. Allen, an alleged stockholder of the Brooklyn Rapid Transit Company, and one who Is said to be Goslin's private Secretary. The presentment recounts the means by which the market price of Brooklyn Rapid Transit stock was depressed last summer, specifying paid advertlao ments In newspapers here and in Boston and circulars sent through the mails, pre dicting heavy declines, owing to the al leged bad physical and financial condition of the company. It is further said In the presentment, were also disseminated by telegraph and telephone, the result being a heavy decline. Printing Committee Adopts Rules Which Prevent Abuse of Privileges to Bid for Public Printing. The Printing Committee of the Supervisors yesterday took official cognizance of the expose published In "The Examiner" of Sunday morning of the practices by which certain printers have succeeded In obtaining contracts for municipal printing. Chairman Booth was amazed when he learned that bids for city printing have been swarded when but two or three firms bad been given an opportunity to bid for work. "I Intend to put an immediate stop to these shrewd practices," tald Mr. Booth.

"We aim to give every hrm in the city an equal chance to bid on printing and 1 am amazed to learn that contracts have been awarded before the requisition for the supplies was ever put on file. The dlsr.et-itlon of one or two firms to ob tain all the work of this description will not be tolerated. I have given instructions that all requisitions must be on file publicly In the clerk office for at least three days before such contract is awarded. I propose tos-see that all the printers are given a fair and eAial chance to bid' for department work. All con tracts will bo awarded to the lowest bidder.

This will put a stop to cuch smooth work as was exposed lu Sunday's 'Examiner'." The clerks were instructed to place on file In a public and conspicuous position all requisitions for supplies sent to the Board by municipal omcers immediately upon tneir re ceipt. Crockett of the San Francisco Gas and Electric was present at a meeting of the Artificial Lights Committee of the Beard Of Supervisors yesterday afternoon and filed a series of protests against the proposed rates for electric light.

At the suggestion of Supervisor Hotallng Mayor Phelan was present. Pretldent Crockett protested against the adoption of the light ordinance in Its present form. He said that the system of discounts a' lowed for the quantity of current consumed per 16-candle power Is Impracticable In so far aa It pertains to the arc lights. He said that the paragraph In the ordinance referring to this phaee of the question had evidently been, by mistake, transferred from beneath the clause on. incandescent lights to that dealing with arc lights.

Investigation proved ths truth of this is- customers. E. J. Martin, manager of the Harbor and Western Lighting Power Company, was pre, ent and toock cart in the discussion. "Eleven cents per 1,000 watts is not enough ana tne companies will make little or no profit at that rate," said he.

Dinsmore Passes Away at the Old People's Home. William H. Dinsmore died at the Old People's Home on the corner of Pierce and Pine streets on Monday evening. He was a pioneer news paperman, connected in early days wun the press of New York and this State. He was bcrn In New Hampshire In 1813 and In 1844 started the "True Sun" In New York city, a daily Whig paper established' In opposition to the New York "Sun," then owned by Moses Y.

Beach and subsequently acquired by Charles A. Dana. The "True Sun was not a success and Mr. Dinsmore came to this State, where he pur. eued his vocation as a printer on the San Francisco dailies.

When Morrill and Anthony started tho "Sacramento Union" they offered Mr. Dinsmore the position of cashier and bookkeeper, which he retained until they sold out the "Union" to the railroad. The friendship formed by Paul Morrill and Mr. Dinsmore lasted until the former's death. Mrs.

Morrill and her family provided) for the, lonely old bachelor In his declining days. Mr. Dinsmore cealtn railed nve years ago, and Mrs. Morrill took him to her home on Taylor street. A year later she secured accommodations for bim at the Old People's Home.

For two years past he has been confined to his bed. He retained bis mental faculties to the last. The man has no relatives living so far as known. The funeral will take place at o'clock to-morrow morning from the Old People's Home. The remains will rest beside those of Paul Morrill In the family plot at Laurel Hill.
