it up and rammed it down our throats with the other projects which were so sorely needed in Danville and of course we voted for it because we did not want to lose the widening of Wilson Street with would bridge the gap As an illus tration I find that Danville has 142 motor vehicles inclusive of cars and trucks Petersburg which is larger than Danville gets along with 72 and Lynchburg known throughout the country as the with all of their ups and downs only has 94 These fig ures were furnished by Mr Ran dolph Hall City Auditor of Dan ville and the respective City Man agers of Petersburg and Lynch burg Surely Danville which is much smaller than Petersburg does not need 70 more cars and trucks than Petersburg or 52 more than Lynchburg What overall sur? vey has been made by anybody to determine whether Danville has too much motor equipment? In the letter from the City Manager of Petersburg I am advised that the average monthly cost of gaso line for trucks per truck is $2004 That the average cost of oil for trucks per truck a month is $183 that the average cost of gasoline for cars per month is $1114 and that the average monthly cost for oil for cars is 87c There is no system acording to Mr Hall the City Auditor which would giv? a citizen and taxpayer that informa tion with reference to Danville motor equipment What Council man or Committee of Councilmen has the away from his own business which as aforesaid is highly competitive to check on matters of this kind? I seriously doubt if there is a single Council man who is aware of these impres sive figures which a City Manager i would have at his finger tips I can hear some of my listeners now saying yes but old Hugh has not taken into consideration the electric Well ac cording to Mr Hall the electric department has 20 cars and trucks assigned to it so subtracting these 20 cars from the 142 leaves us 122 cars as against 94 in Lynchburg and 72 in Petersburg Certainly if a good City Manager could re duce the cars and trucks in Dan ville outside of partment even Lynchburg and would seem that ville could save enough in one year to pay the City Manager's salary for two years In the Office of the Cor poration Court of Danville Vir i taxes nave been raised boovc he there are a great many lawyers in might bg in our corner Since Danville who for the kind of John Is the chief spokesman for money that they are paying the the oppoiticn he falls back on 1 foreign lawyer would have become the proposition that we ought to an expert on annexation in far have a survey by experts before 'less time than it has taken to pre we launch out on any new form Danville's case The fees as Wll the opponents of the new il understand it will be more than orm have had over a year to i any lawyer in Danville makes in make such a survey and all they iyear and every lawyer in Danville CSH S3V in onnositinn fn thn rhantrr i has in his nffirn pvprv rasio nn I is that we had better let well annexation that has gone to the CIlOUEh fllonf and that nun nur I Rimrpma Cnnrt in and UUIltiCS i A 4 4 11 I 11 ns iiidLiEi ui idt iidve Hdb evei kuiic uie oupieiuv? i already had the survey On a Court of every slate on that sub dettack gate of destgn number of occasions I have heard iject Danville people and some Coun i the action of the Council as 1 give cil members say as John said them credit for using their best "Let us wait and have a survey by 'judgment but 1 do submit that it competent authorities to see it is inconsistent on the one hand to Danville needs City Manager be put up the bugaboo about going fore voting the Council Manager out of town for a city official when I time after timethe Council has beneficiaries Boggs Cinder Block getting two entrances to their plant one on Pearl Street and the other on Diamond Street And Lorillard writing off its entire investment insofar as land is con cerned Shades of the God of Bar ter what a horse trade! Now everybody knows that we are not going to have any industries in Danville and even if we could overcome the opposition to new industries they could not be lo cated on Industrial Avenue be cause there is no space for them A battery plant found this out It is now located in Lynchburg The wide part of Industrialess Avenue has already been taken up by the removal of warehouses from other sections and Lorillard and Boggs which have been here all the time The rest of the right of way is a narrow strip as a colored friend of mine told me betwixt and be tween the right of way of the Southern Railway Company and Branch where I fished for minnows as a small boy Candor compels me to say that I am not an expert on annexation nor the needs of the city in that direction I do know that there are a great many people in Dan ville who deplore the bitterness that is being engendered against the city by reason of the suit brought against the county It must always be remembered that there are a great many people in Danville who sprang from Pittsyl vania soil and the pleasant rela tions that have existed between our two people has always been harmonious and mutually benefi cial for all parties concerned I can recall that the city negotiated with the county for the annexation of the property where the Danville Estates are located It was done amicably without any bitterness and the county ceded to the city the land desired without any sort of court proceedings The county people to whom I have talked are most resentful because no attempt was made by the city to settle the matter bv negotiation before this suit was filed The way the aver age county man looks at it is that if his cow had gotten over in his corn he would have expected that neighbor to come to him and negotiate for the value of the corn destroyed before bringing a lawsuit for the dam ages Of course if negotiations had been sought with the county and no agreement reacnea tmy would not have felt so badly about the situation I am one of thou sands of people in Danville who deplore this situation and who fear that it will be a long time before the heretofore friendly re lations that have existed will be restored Before concluding my argument in the premises I desire to call attention to the persistent report that some city employees are telling other city employees that if the City Manager form is adopted they will lose their jobs i the Old Dutch Super Market io commission unairman Anderson said his group wui watch developments closely and will be prepared to act depending on vhat steps that the City Manager of that city had recommended a change in the license structure of the business and professional men and women of that tidewater city which was equivalent to a city income tax on gross business and professional re ceipts and I felt that a City Man ager in Danville would treat us to the same bitter dose Hardly had the votes been counted and the City Manager plan defeated by a meager margin of 65 votes when the present Council made that revolutionary change which raised our license taxes from $153000 plus to $440000 plus notwithstanding the fact that our public utilities poured more than $500000 into the general fund rom that moment I began a private investigation of my own and as 8 result of that investiga tion I want to confess to you that I was wrong in my pre
