The pump problem arose when the Chinese government chartered a number of tankers, normally used for transporting oil, to convey the Canadian grain. One reason was the surplus in sea-going tankers, which made them cheaper than some ordinary freight and cargo vessels.

Tankers do not normally have the pumps to lift the grain from the holds and convey it to dock-side. This special equipment is made by an American corporation, but when the U.S. government learned that pumps were being sent to equip two ships loading out of Montreal and Quebec for China, it placed an embargo on the pumps. The Canadian government seouted around and found that a Canadian firm, Pneu-Veyor Systems Ltd. in Woodstock, was able to manufacture a smaller pump, at the rate of two a week.

Each ship requires five. Mr. Hamilton said that to keep deliveries on schedule, the ships can leave without the pumps. It turns out the grain shipments, supposedly threatened by American refusal to supply essential equipment for unloading grain ships, will continue on scheduJe.

The "crisis" arrived when reports wre circulated that vital suction pumps to unload ship holds, manufactured in the United States, could not be obtained for vessels carrying grain to China. Well, it's partly true. The U.S. government, in keeping with its policy of not rendering assistance to Communist countries, had prohibited the shipment of the suction pumps. But, as both Prime Minister Diefenbaker and Agriculture Minister Hamilton made clear Wednesday, it won't make much difference.

To begin with, only a few of the many ships used in the massive grain lift to China need the equipment. An estimated 80 to 90 per cent already are equipped. In addition, a substitute pump can be manufactured in Canada, although it is not as big as the U.S. model and will unload a ship at only about half the rate. Mr.

Dunbar Bridge to 183 feet north of Heron Road.

The contract to be awarded also covers construction of a new 140-foot long reinforced concrete bridge, over the CPR Pres-cott line, to replace the existing wooden trestle humped-b a bridge which has been a traffic menace for so many long years. The NCC has called the tend-eis and vd supervise the work to be done to be paid for by the NCC and the city on a 50-50 basis. The construction project and bridge may not be completed this season. The first link of Riverside Drive being widened into a four-lane highway extended from Billings Bridge, Bank Street, to just east of the Dunbar Bridge. This link, involving quite a traffic interchange concerning Bank Street, cost $1,000,000 last year, paid by the NCC and the city on a 50-50 basis.

The city supervised this construction project. The second link of Riverside Drive widening, between Heron Road and Brookfield Road, through the $21,000,000 cluster of government buildings erected there, was completed recently. This section, costing $320,000, was paid for entirely by the government with the Public Works Department having supervised the work.
