JOURNAL -Journal Photo By Mark Chesnutt Mrs. Wallace Watches Gov. Wallace Take Oath Of Office From Brother Jack Beasley Sworn In As Lt. Governor Jere Beasley, Alabama's lieutenant governor in more months, was sworn in at 2:05 p.m. Monday five minutes before George Wallace took the oath on the same spot as governor.

The 34-year old lawyer from Barbour County filled a vacancy created when Albert Brewer succeeded the governorship following Gov. B. Wallace's death in May 1968. Circuit Judge Ed Tease of the 11th Judicial District, a college friend, administered the oath on the capitol steps. Calling for "divine wisdom i in a new age, in a new era," the Rev.

John Vickers, pastor of Trinity Methodist Church in Opelika, preceded the ceremony with an invocation. Two hours later the state's new attorney general, Bill Baxley, was sworn into office at the State Bar Association Building. The oath was administered by Baxley's father, Circuit Judge Baxley of Dothan, before a crowd of 700 young attorneys and law enforcement personnel. The ceremony was opened with a prayer by Dr. Paul Duffey, minister of the First Methodist Church, Montgomery.

The Houston County attorney told the audience that he "will represent all Alabamians without regard to age, race or station in life." Aftery paying tribute to his parents, his Dothan supporters and all that "voted for me because of your recommendations," he closed the ceremony with the Pledge of Allegiance. Mrs. Juanita McDaniel, a' state employe and, Montgomery resident took the of office as associate public service commissioner at 3 p.m. Monday, replacing Sibyl Pool as the third PSC member. She was sworn in by Judge Ann Lola Price, presiding over the State Criminal Court of Appeals.

Thanking his employees for loyal service, Agriculture Commissioner Richard Beard took the oath for his second term from a Supreme Court Justice Thomas Lawson. John Sparkman, added there should be a further reduction in the FHA-VA interest rate on housing. Sen. Sparkman was in Houston to speak to the National Association of Homebuilders at their 27th annual convention.

"A further reduction in the FHA-VA interest, by as much as would qualify another 3 or 4 million families for new homes without subsidy," he said at a news conference. Last week Housing and Urban Development Secretary George Romney lowered the FHA-VA rate from 8 to per cent following the drops in the prime interest rate. BENNING, Ga. (AP) For the next month Army psychiatrists with Vietnam experience will examine Lt.

William Calley Jr. to determine whether he was sane on My Lai's day of dying. The issue of Calley's mental state arose from testimony Monday by a defense psychiatrist out of the jury's hearing, and abruptly caused the twomonths-old trial to be recessed until Feb. 16. Calley knew the difference between right and wrong, Dr.

Albert La Verne testified. "Did he have the ability to adhere to the right?" "No," said La Verne. "He had a compulsion to carry out his duty as an officer." Adhering to the right, in legal terms, means the ability to pursue what one knows is the proper course. Col. Reid Kennedy, the military judge then ordered examination by a sanity, board of three service psychiatrists, all of whom have practiced in Vietnam.

It will be carried out at Walter Reed Medical Center in Washington, D.C. Calley, 27, who listened to the testimony with chin cupped into his hands, grimaced to his attorneys when Kennedy ordered the examination. "I think it is unwarranted and unnecessary," Calley told newsmen afterward. "We're not No Evidence On Diplomas MOBILE, Ala. (AP) School officials say a check of the records of 2,690 Mobile County principals and teachers has not uncovered any evidence that any bought their college degrees from diploma mills.

Asst. Supt. J. R. Martin said Monday the check was made after incoming state Board of Education member Ray Cox of Gadsden called for a probe of the educational qualifications of every teacher in Alabama.

Cox charged that "some teachers in the state may have bought their degrees from diploma mills, primarily in Florida." Martin said teachers coming into the Mobile system are checked on the basis of their transcripts and teaching certificates issued by the state Department of Education, Kibbutz Dedicated By THE ASSOCIATED PRESS A new paramilitary kibbutz has been deeicated in the valley west of the Jordan River, the seventh forming settlement since it took the -from Jordan in the June 1967 war. "I hope he doesn't tarry as long this time." Romney also was in Houston for the home bullder's convention, and he said he knew of no plans to further reduce FHA and VA interest rates beyond last week's drop. Romney told delegates to the convention that exorbitant costs, particularly for construction wages, are the primary deterrent to a sharp increase in home building. Sparkman also hit at rising costs in housing. "For the first time in many years, things look ripe for a great takeoff in Houston," he said. But the pace will be impossible, unless interest rates and other housing costs such as construction and labor costs are kept to a reasonable level, he said.
