Sherwood Eddy, internationally-known author and lecturer, to students of Carleton College yesterday afternoon. Mr. Eddy, who spoke on "Russia, Friend Or Foe," also addressed a large audience at the YMCA last night. The noted lecturer said that if there was tor be a third world war. it would between the United States and the USSR.

He explained that to deal with Russia, we must first understand the kind of people that broke the worlds record in education standards, and their country, where they have an advanced form of penology, but where political prisoners are either shot or sent to slave labor camps. "Let us not look complacently down our noses at Russia until we put pur own houses in order." said Mr. Eddy, "I am glad that Russia has turned the spotlights on our social injustice." The American lecturer explained his chief concern was "American injustice whereby the United States has thousands of millionaires, with incomes, ranging over a thousand dollars a day, and the poverty-stricken and unhealthy sharecropper, with his annual income of anywhere from $38 to $80. Turning to Russia's politics, Mr. Eddy stated that three different foreign statesmen told him that the Politburo, a committee that rules Russia, has not been called together for the past eight years.

Mr. Eddy's greatest fear lies in Russia's foreign minister, Molotov, who. according to Britain's Ernest Bevin, is "ambitious for himself." Molotov, said Mr. Eddy, is playing Trotsky's game. "The Marxist theories are being dropped, and instead of having revolution from within, they are having conquest from without," said the speaker.

Dr. Eddy outlined four points thereby an arrangement may be made to "win the peace we have 1. Set our own house in order drop our racial prejudices. 2. Give justice to all.

3. Draw up an overall agreement with Russia on Germany and China. 4. Do not retreat in cowardly compromise. Adopt the Marshall Plan.

(Employed principally by gunmen, bootleggers and other thugs.) On grounds of health, no doubt, it is forbidden to import used mattresses for sale, though these can be brought in, of course, as settlers' effects. Importation of certain birds which might become a nuisance (or have done so) is also forbidden. Top of the list is the mynah bird, both European and Chinese species.

(Mynahs are starlings to you.) Prohibited, at least for the time being, though the matter is now under review, are java sparrows, European chaffinches, all the weaver bird family and great titmouse (not to be confused with the lesser tufted titmouse.) Two Reasons But about the mongoose, reasons advanced for the prohibition against Rlkki-tikki-tavi differ widely. The official version runs somewhat as follows. The mongoose was imported to Jamaica to kill off poisonous snakes. It did so with alacrity and verve. But having cleaned up on the snakes, the little blighter who could whip his weight in anything on earth proceeded next to clean up on the rats first, then the cats, the dogs, and everv babies.

He then took to the trees and muscled in on the local bird life. Americans in the Southern States become alarmed as to what would happen if Rikki-tikki-tavi turned up at Palm Beach, the Everglades or Hialeah and went to work on the race horses and bookmakers. They therefore banned him from the United States and got Canada also to ban him lest he should advance southward along the celebrated invasion route of the Richelieu and Hudson Valley. Unofficial historians, however, have a different explanation. They recall official Canadian indignation when Rudyard Kipling referred to the Dominion as "Our Lady of the Snows." Ottawa officialdom was not then tourist-conscious and quite unaware of the future of the Laurentians and the Rockies as winter sports resorts.

They resent ed the suggestion that the Dom inion should he principally known as the land of ice and snow. And so, by way of retaliation against Rudyard Kipling, Ottawa burned the author in effigy and banned his most celebrated creation, Rikki- tikki-tavi, in person. Former Constable C. B. Brown Dies A member of the Royal British Horse Artillery during the Boer War, and for many years a constable with the Ottawa police force, Christopher George Brown died yesterday in a local hospital.

He was in his 69th year. Born in Ipswich, England, in 1879. Mr. Brown served through the Boer war. following which he joined the Metropolitan police force in 1914.

After two years with the Mr. Brown returned to England and was invalided home in 1918, resuming duties with thettawa Police force un til his retirement in 1938. He married the former Bertha Ellen Mongor in Woolwich, Eng land 45 years ago. She survives. Surviving besides his wife are three sons, Charles C.

Christo pher G. and Clarence F. all. of Ottawa, and six grandsons. Rev.

Serson Clarke will conduct funeral services in the chapel of Hulse and Playfair, Limited, 315 McLeod street, on Monday at 2 o'clock. Interment will be at Beechwood cemetery. W.M.G. Rt. Hon. V. Massey To Be Inducted As Chancellor TORONTO.

Nov. 7 (CP) Rt. Hon. Vincent Massey, former Canadian High Commissioner to Britain, will be installed as chancellor of the University of Toronto Nov. 21, it was disclosed today.

Following the installation ceremony, Mr. Massey will confer honorary doctor of law degrees on: Sir Alexander Cadogan, permanent United Kingdom representative to the United Nations.
