of is in us, one do I I i 2 THE EVENING CITIZEN, OTTAWA, ONT. WEDNESDAY, APRIL 19, 1939. Legal Limitations on Changing Names Sought Private Bills Committee of Ontario Legislature Approve Suggestion of Member for Brantford. Attorney General Feels Motion Worthy of Consideration. Canadian Press, TORONTO, April legal bills committee of the Ontario legislature today approved a bill sponsored by Louis Hagey Brantford) to put legal limitations on the changing of names by individuals or families.

measure, now to be dealt with by the legislature as a whole, provides that a person can change his or her name or that of a family only after advertising intention do so and only after a judge has issued an order approving the change. Attorney-General Gordon Conant said the bill was worthy of serious consideration. The present change law, his or enabling her name anybody 'anything pleasing, was wrong. Creates No Hardship "A man can simply assume any name he likes--Mitchell Hepburn or George Drew, for instance," said Mr. Conant.

The proposed change would create no hardship for persons seeking to change their names for legitimate reasons, Diplomatic Battle Now in Full Swing On The Continent Germany and Italy Frantically Trying To Block Franco-British Plans for Anti-Aggression Front. By A. C. CUMMINGS From The Evening Citizen's London Bureau; Copyright, Southam Co. LONDON, April for the moment has settled down to a tense diplomatic struggle on which the issue of peace or war may depend.

The antagonists are Britain and France, trying to build a defence wall of peace Ing powers, and Germany and Italy who want to dominate the eastern states and the whole of Mediterranean. On the Anglo-French side progress slow that criticism is again 'heard both in London and Paris. So far. Russia has not been brought into the circle of collective security nations. Moscow is not convinced that Britain and France will not leave her to fight Germany alone, having still a vivid recollection of the fate of Czecho-Slovakia.

However, it is that Ambassador Maisky's return for consultations in the Kremlin may allay Stalin's suspicions. Turkey, as yet, has signed nothing, but her press has launched an enthusiastic campaign, praising Britain and denouncing Italy under headIngs such. as The Bloodstained Though Premier Chamberlain has denied in Parliament that the United Kingdom has entered into any specific engagement with Holland, Belgium and Switzerland. there is not the slightest doubt the cabinet would declare war if any of these countries were invaded. The Weak Link.

The weak link in the chain of defence pacts is Yugoslavia. Threatened by German troops in the north and by Italian troops in Albania to the south, Yugoslavians are secretly mobilizing but any prospect of their joining the Anglo-French peace front is now considered remote. Meanwhile the axis powers are working overtime to defeat the democratic nations' plans. Mussolini is offering friendship to Yugoslavia and trying to induce the Bolshevik hater, Prince Paul, to join the anti-comintern pact. Hitler has sent Franz von Papen to Turkey, seeking to prevent the Turks from siding against Germany.

Rumania's foreign minister has been showered with mises and attentions in Berlin. Goering and Count Ciano have been invited to Spain, from where Mussolini has ordered home a small percentage of his troops, presumably as a sop to British protests. The Italian ministers are doing their utmost to persuade Hungary, which has already signed the anti-comintern pact, to join the axis powers as a full member, thus opening a way down the Danube for Rumania's ultimate circlement. War Preparations Proceed. The fruits of all this diplomatic urgency will not be known for some days and.

meanwhile. war preparations proceed with an everquickening rhythm. In Britain, the demand for a ministry of supply and the mobilization the nation's financial economic resources intensifies. So do demands for reconstruction of the cabinet. "It is a disturbing reflection." says the ultra-Conservative Spectator, a weekly political journal of considerable influence.
