NEW YORK. Sept. 19. (A.P.) Leading stocks took another step forward intoday's market. While traders were a bit hesitant in lifting bids, in view of yesterday's fourth consecutive advance, most pivotal issues displayed gains of fractions near mid-day.

Dealings were relatively slow. Encouraging to boardrooms were forecasts of some trade observers that industrial output in the final quarter probably would exceed that of the concluding 1939 months and touch a new peak for the past 10 years. Those following the rails were pleased with estimates placing August gross for the nation's carriers at 10 per cent above the corresponding month a year ago and at the highest level since last October.
