(AP) Tampa Bay Buccaneers Coach John McKay says he may make room on the National Football League team for at least seven rookies. That's in line with his philosophy to build a NFL club with youth. It could also be In line with his attempt to try to boost the special teams. "And in all honesty the number could go higher," says the Bucs boss who in four years molded an expansion team into the National Football Conference Central Division champion. Last season the Bucs won the title with a 104 record, the youngest team ever to take the crown.

Tampa defeated Philadelphia 24-17 in the division playoff and lost 9-0 to Los Angeles for the NFC title. Today, John McKay says "most of the people I know in football had faith that I knew what I was doing. "I like what that young basketball team said in Dallas. They said 'We are going to do it like the Buccaneers McKay stuck to his plan to make it with young players, some with promising futures whose ability at the outset might have been less than that of veterans who were cut. "I will not change," McKay says.

He mentions no names as possible additions to the 45-member team. But there are 27 prospects on the 71-man roster. Among those who likely will get close scrutiny are draft picks Ray Snell, a guard, wide receiver Kevin House, linebacker Scot Brantley and defensive back Larry Flowers. They were the first four picks. Offensive lineman Jim Leonard was taken in the seventh round and defensive back Derrick Goddard followed.

Ability on special teams will count heavily into whether some players make it or not. That is one area where McKay says he sees the biggest need for improvement. "Our special team came out with some pretty good statistics, but Minnesota blocked three placekicks and a punt, and the Bears blocked a punt," he says. "If you are not No. 1 in your position, you should be able to contribute something to the team on special teams unless you are a quarterback," syas McKay.

Quarterbacks are the only ones exempt, he says. Falcons' Camp Opens SUWANEE, Ga. (AP) Dozens of rookies lined up today to be measured, poked and sampled as the Atlanta Falcons pre-season training camp officially opened. Two rookies were missing at the 6 p.m. deadline Wednesday, including No.

1 pick Junior Miller of Nebraska, said Charlie Dayton of the National Football League team. The other, fifth-round pick Brad Vassar, a linebacker from the Un-versity of the Pacific had notified the team he wouldn't make the deadline, but was en route, Dayton said. Today was reserved for physicals with the first field workout set for Friday morning. No. 2 draft choice Buddy Curry of North Carolina and No.

3 cee other rookies were expected. Miller sat in his Lincoln, apartment, waiting word on contact negotiations. "To tell the truth, I thought I was going to be on a plane today, and I really would have preferred to be on a plane today," he said in a telephone interview with The Atlanta Constitution. "I am keeping myself in really good shape, but I want to be the best tight end I can be. If Atlanta feels I can be a possible starter, I want to go ahead and start working to be a possible starter.

I like the Falcons and I like the team down there." Cards Get Sinnott ST. LOUIS (AP) The St. Louis Cardinals have announced the signing of offensive tackle John Sinnott, giving the National Football League team a full roster of draft choices when training camp opens Friday morning at Lindenwood Colleges in St. Charles, Mo. The 6-foot-4, 280-pound Sinnott, the team's third pick, signed a series of one-year contracts, the tern said.

Sinnott was two-time All-Ivy League player for Brown University. The Cardinals also said it has signed four free agents. Punter Marv Bateman, who worked out at the team's mini-camp in May, was signed, as were running backs Michael Steward and Raymond Butler and tight end Doug Cozen. Noll Is 'Teacher LATROBE, Pa. (AP) The football players will come to summer camp to train, but Pittsburgh Steelers Coach Chuck Noll will be there to teach. "If you think of yourself as a teacher as I do, that's that time when we get most of the teaching in.

It's a great time. To me, it's the most important time we have," Noll said Wednesday. What about Pittsburgh's quest for a fifth Super Bowl title and the fact Pittsburgh under Knoll can match Green Bay under the late Vince Lombard! as the only team ever to win three league titles in a row? "It doesn't make any difference to me," said Noll, who has already guided the Steelers to an unprecedented four Super Bowl titles. "After the season's over, we might look back and say, 'Hey, that's "But it doesn't make any difference going in. We'd like to go undefeated and win the championship and let things fall where they may." A total of 34 rookies and 19 veterans are to begin workouts at St.

Vincent College, with the balance of the squad reporting a week later. "It'll be a tough camp like it always is," said quarterback Terry Bradshaw, among the veterans who'll arrive early. "I don't know if Chuck trains us harder each year, but I know I work harder each year to keep us winning." Among the other veterans who will report early are linebacker Jack Ham, safety Mike Wagner and guard Gerry Mullins. All three are coming off injuries. Ham underwent ankle surgery last season, Wagner had a hip operation and Mullins was hampered last season by elbow and shoulder problems.

"No, I'm not especially looking forward to camp," said Ham, a perennial All-Pro. "But we have a rule that if you are injured you report to camp early, so that's what I am doing. In the offensive line, veteran Ray Pinney returns after being out for a season with a stomach disorder. Savannah Defeats Rebels SAVANNAH, Ga. A game-ending double play with the bases loaded stopped a Montgomery rally short Wednesday night as the Savannah Braves took a 3-2 Southern League baseball victory over the Rebels.

Trailing 34 in the ninth, Montgomery shortstop Vera Followell got a leadoff single. Four of the next five Rebel batters Bobby Nandin, Walter Poole, Ted Casen and Gary Armstong drew walks, cutting the Savannah lead to one with one out. Rebel leadoff batter Grayling Tobias then hit a grounder to third to start the double play. The game was scoreless until the Savannah sixth when Bob Porter was hit by a pitch from Rebel starter George Cappuzzello. Successive singles by Ron Grout and Leo Vargas scored Porter.

The final Savannah runs came In the eighth and were unearned. With the bases loaded and no outs, a passed ball by Rebel catcher John Upshaw allowed Gary Cooper to score. Up-shaw's throw in an attempt to get Cooper gwnced off the runner and allowed Porter to score. Cappuzello then retired the next three batters to set the stage for Montgomery's rally.
