The Monk, LKADKY, convicted of murder in 'Wisconsin, has been sentenced to the Penitentiary for life. Four hundred thousand dollars in Bills of the Wisconsin Fire Marine were burnt a few days since by the Officejs of the Institution, preparatory to an issue of new Notes. At the sale of Illinois lands belonging to the Michigan Illinois the prices ranged nearly seventy per cent, above the appraisements. The average increase in the assessed value cf property in Clark County, Ohio, is stated by the Republic at over one million dollars. The rights of the different Railroads to the way, at 'the locality where the collision took place this side of Chicago, are to be settled by a suit at Law, Marine Items.

From our exchanges we glean some items of intelligence relative to the effects of the late blow, which arc of interest. Some damage was done by high water nt Buffalo, the lower Dock and the Fiats having been submerged. The Steamers Empire and Superior made the Harbor in safety, though the former broached to near the Light-House, and ivas delayed somen-hat. The Propeller Ohio sprung a leak on her way down, and put into Gravelly Bay. She ran to Tanawanda on Friday morning, with five feet of water in her hold.

The Free says the Schooner Jicnt, belonging to BCTMAK RFKD, of Milan, was sunk at Huron on Thursday. She was loaded with Lumber, and was carried upon the piles of one of the broken Piers and stove. Damages not ascertained. The Toledo and Detroit papers do not contain accounts of any disasters. he people of Milan were bled to the extent of gSO, by the Now Haven counterfeit $10 Notes.

The gang seems to have been more extensive than was at first supposed. The Free Press says there were four men engaged there in uttering the Notes, whose jimncs weie Peters, Simons, Jaajua and Watkius, the latter of whom escaped. Simons is in the Norwalk Jail, along with three others of the gang. Peters, who resided East of Milan, was arrested, hut made an escape from the Constable; aftei wards he came in, surrendered to the authorities, and gave bail in SlOOO for his trial. George KM brought here on Friday night, and lodged in Jail, and there is another in at Elyria.

Seeingion, who was arrested at Cleveland labt week, appears to have been the leader of the company, and kept its Hooks, on which aie found the names of those in the business," which, though fictitious, may lead to further developments. The 1'irttt. 'JCrii? over tlc New Lino. REKH, of the Cincinnati Allan, who happened to be on board the first Train that pAssqil over the Indiana Road after the ban was takcu oil', indulges himself and his readers with the following dcscrijj tion of the passage: The Injunction restraining the Mad River R.iihvaj Company from the use of their uew line of Road, "except for the transportation of Gravel," ftoui Tiffin to Sanduslty, having been dissolved on Friday last, we had the pleasure of passing over that Ro.it on Saturday, by tbo first Passenger Train. Our citizens are evidently inspired by the very manifest ptospect, and betake themaelvcs'to their vocations accordingly. There is a unanimity of opinion and feeling with respect to public improvements, hitherto unknown umonfr us, and very general spirit also oi pride and emulation in the building and adorning of private residences, o. WHITKIIII.I.. When this is completed, and under the superintendence of competent Teachers, 1 should like to know where in Ohio can be found a place oil'ering greater inducements lo men of capital and enterprise than Uellofontaine! Surrounded with rich Farmers and fertile and well cultivated Faims--with a Kailroad for almost every point of the compass--a high, handsome, healthy and contra! can there be to interrupt or retard our unexampled prosperity and growth We need men of capital, just now, it is true, but they will come just as certainly as it will be to their interest so to do." "Men of capital" couldn't do a wiser thing, probably, than to go to.Beilefontaine and put their money in with the enterprise and intelligence of this growing Town, which is demonstrating by its prosperity the vivifying effect of Railway communications upon "tho points" in Ohio. One of the best evidences of the go-ahead spirit awakened there, is that in addition to a liberal and well deserved support of the Logan Gazette, we are receiving large orders for the Daily Jlegister from J. under whose superintendence it is distributed in Bellefontaine. Xlic Saniluslcy Cazctte.

This is the title of a paper we found on our table on Saturday morning, endorsed "Please Ex." It is a Weekly sheet, printed and published by G. DOLL the "Co." representing Master HOWARD MORTON, who is some thirteen years of age, son of Dr. G. R. MORTOX, of this City.

Master GEORGE DOLL, who appears to be the senior partner of the firm, and who is nearly of the same age, is the oldest son of Mr. T. DOLL, of the Franklin Street Mansion House. Master GEORGE seems to be the Editor of the Gazette, which has now reached its sixteenth number, and has (if our friendly wishes are realised) a "rapidly increasing circulation." The Gazette a not a large paper, having only columns to the page but it contains a fair variety of matter, nnd considering that it is essentially a production, its appearance is decidedly creditable to the enterprise and ingenuity of its publishers. The Type upon which it is printed has been picked up from tho sweepings of the Printing Offices in City, or gleaned from the receptacles of worn out metal prepared for sale to the Founders.

The Work is done by tho agency of a Copying 'resa of rather an ancient pattern; yet we have much work that was done on machines of pretensions and looked much worse. Xci- her of these young gentlemen has had any expe- ionce or instruction in the Printing Art, besides vhat they have acquired "spontaneously" in the 'Ublication of the Gazette. We cheerfully accord he desired "exchange," and embrace the oppor- unity to givo our young friends a word or two of which we hope they will receive patiently, .3 coming from older brethren of the craft. While ve cannot withhold our admiration of the ingenuity nd originality displayed in the publication of the Gazette, considering tho years of its proprietors, ct we think that when they shall have arrived at luijority, they will regret the want of systematic ustrnction in the Art for which they evince such a trong proclivity. We hope they will avail them- clvcs of some suitable opportunity to become.

lioroughly acquainted with the Art preservative all Arts," rather than to continue amateurs for a rhile and then spoil a couple of good Printers for lie sake of being ranked among the "or'nary' 'rofessions of Law, Physic, c. Trie NEW CONSTITUTION OK DELAWARE. It seems hat the new Constitution of Delaware, which Is to bo submitted for tho ratification or rejection of the voters on the second Tuesday of October, docs not contain new provisions affecting the colorcc population. A Section, such as that to which the Press has given currency, was proposed and appro vcd in Committee of the Whole, but was afterwards rejected by the Convention. The Judicial power of the State under the proposed Constitution is to he vested in five Judges, to bo elected for ten years by the people, and eligible to re-election, one of whom is Chancellor, and another Chief Justice.

Christian Times states that Rev. Mr. SiiKMitnn, of the Church of England, has ptoved that the Epistles of Sr. CVIMHAN arc forgeries. This will he a heavy blow to the Tractarians, as upon these Epiatles very much of the Oxford Uoctiiue is founded.

TUB SriKiT RAH-INGS. One of the Churches in the of Chilicothe has suspended of its members, who had been engaged in the Spirit Uappings. The Presbytery adopted the following resolution as to the Rappings: Jlrsolord, That the practice of Spirit flappings (so called,) as it prevails in many parts, is, in view of this Presbytery, a revival of the old abomination of Necromancy, so decidedly condemned in the Word of GOD." Now Orleans correspondent of the Musical World anil Tunes, says: This is a queer place in some respects. For instance, every third mnn you meet is an old bachelor, living in a sort of single blessedness; ho darns his own socks, and sews on his own buttons. Host ol these tough old customers are from tho north--Now England.

They have come down here to make fortunes, not to marry; although, as a general thing, suppose few of them would object to marrying fortune. They "keep home" after a fashion of their own. A number of them hire or buy a commodious mansion, fit it up in superb style, nnd then employ one woman to keep it in order. Thcso old bachelors, (some of them not very old) are the best follows in the world. They are intelligent, Roninl, liberal, and lake life quite comfortably, and it is the intention of fach of them lo return to the north some "the girl he left behind him," whom he will install 'mistress of his house, heart and fortune.

The is sold in large numbers every week at the literary depot at thu Post Office, and the entci prising dealer is no other than the veritable TOIIY who ran away from the Dolly tho Marquesas Islands, in company with HBKMAN MEI.VILLK. With TOBY we were highly delighted; he is gentleman of the finest feelings and of superior talents, but it would bo worse than folly for us to attempt his description, after it has been given by the matchless and graceful pen of HERMAN HHL- VII.LE. Ho says-' Tour, like toyaelf, hail moved in diuV'rcntspliuru of life, uiul bis coiivttttituiou at timed Iwtrivyed this, although lie wus to concunl it. lie was oim of tluit cltiaa of rovers you sometimes meet at aeu, who never reveal their origin, never allude to home, and go rambling over the tvorld afi if pursued by some mysterious tatti they cannot elude. We can never forget our very pleasant visit to Sandusky. The many pleasant things said, and the society of pure-minded and genial friends, have so associated themselves in our mind with the name of the place, that we can never think upon it but with pleasure, and feeling as though we could heartily join in the chorus with our fair friend in the merry song, 1 I'm ajolly French physician, Just come from the Isle of From Sandusky we proceeded thirty-eight miles by the Mad River Lake Erie Railroad in a South- direction to Tiffin, the Shire-Town of Seneca County, where we had the pleasure of making the acquaintance ol CHARLIE CONVERSE, the very talented composer and performer on the Piano. Mr.

CONVERSE, though young in years, has by his untiring zeal and energy made himself a name among musicians of which he may well feel proud. His Songs are published in Boston by OLIVER DITSON, and they meet with so ready a sale that they prove vei)' profitable both to the composer and publisher. The Shawhan House is the principal Hotel in Tillin. It is kept in a clean, orderly and unexceptionable manner by our worthy Vermont friend, J. W.

PATTERSON. Jonx G. SAXE and QUAILS both The population of Tiffin is about three thousand, but it has the marks of enterpriso and go-ahead-a- tivencss, and its course is rapidly onward." and Libel Laws. Horace Mann, some two years since, made a speech on the Fugitive Slave Law, wherein he boie down rather sharply on Mr. George T.

Curtis, an eminent Boston lawyer and a leading champion of said law--we believe, the U. Commissioner by horn it had been so stringently enforced in Boston. The speech was widely circulated and read without eliciting any notice, or at least any action, from Mr. Curtis. Afterward, Mr.

B. B. Mussey, a Boston bookseller, published an edition of Mr. Mann's this one among the rest; and now Mr. iuttis commences an action of libel against--not Mr.

Mann, who (if any one) had wronged him, but Mr. Mussey, who, very likely, was ignorant that Mr. Curtis was even mentioned in the volume of Mann's Speeches on which his name appeared as publisher! That is still to be tried, with John P. Hale and Richard H. Dana, as counsel for the defendant, inrt very probably llufus Choate appearing for the ilaintiir.

We shall have an eye on the trial when transpires, and publish at least the verdict, which we hope will bo in accordance with justice. We have had considerable experience in libel suits, and the more we sec of them the more we are convinced that they gratify a great deal more malice than they punish. A cape may occur wherein an honest man may be so injured nnd aggrieved by a defamatory publication thut he shall feel bound, by a regard for his own and his family's good nnino Ttnd standing, to commence an action for libel; but in every such case we hold it clear that such a man will be sure to bring his suit against the real offender, if he can be identified--the man who meant to wrong him and not against some third party, though that party may be also legally responsible and pecuniarily the more wealthy. If he chooses for his target some other than the actual, conscious, intentional libeller, he virtually confesses that hit aim is something else thau downright justice. To illuatiatu more fully: S'rluune has now been published something over twelve years, during which time it has aimed to as outspoken and fearless us truth and duty demanded.

It has lashed rascality, stripped hypocrisy, exposed baseness and reprehended vice with no timid or (flavoring voice. Probably no week has passed In which a hungry, unscrupulous, sharp-nosed might not have smelt out the raw material for hall a dozen promising libel-suits in our editorials alone. Yet of the fifty or sixty libel-suits meantime brought against us, we cannot recollect more thau three that were based on our own strictures, while nearly all have been founded on some petty Police Report or expression of a correspondent, which we did. not see prior to its publication; and in most cases the writers were as innocent of any intention of libel as we were. And though, in the haste wherewith a a daily paper is necessarily made up, we have often spoken precipitately and doubtless sometimes unjustly, there has never yet been a verdict rendered against us for anything we have said in these columns or clsewheie.

And the only considerable sum ever screwed out of us by a libel-suit was ob- t.iined in a case where the persons aggrieved, after claiming aud using our columns repeatedly for tho publication of their replies to their assailant, made a formal demand on us for his name, and then refused to receive it, even with our guarantee of tho owner's abundant responsibility, on the pretense that it might not be that of a sufficiently personage--no one being qualified for a libulcr, in their view, who did not move in the very highest walks of society! Our present Legislature lias done an act of jus- tico for which it has our hearty thanks, in enacting that newspapers shall be protected in publishing fair reports of any public judicial ought not to have been any necessity for such an act, and would not if common law and common sense hid had fair play; but ono of our city judges lately saw fit to decide that journal publishing the naked fact that John Smith had been arrested on a charge of arson or burglary, must Stand ready to prove, not the fact which it asserted, but the actual guilt of said Smith, which it never imagined nor intimated! Could any one but a lawyer imagine that such a decision was possible in thia ago of cheap newspapers? Has not every citizen a legal right to know what ii taking place in our open Courts of Justice? And if has a positive right to attend the Court nwi see who are Arraigned there, and on what charges, why has ho not an equal right to save his own time by paying the journal he takes to report the facts in brief and lay them before him? Yet this is just what a Now York Judge, about the middle of the nineteenth centnry, decides that our subscribers may not employ us to do--that wo can only do at the peril of being required to prove every man guilly who ii accused, or to smart for stating the naked fact that he haabecn arrested on charge of crime. Judges, us a class, seem io an instinctive desire to cripple and fetter the Press. They do not adequately that it is different instrument, that oun in diflbront (go, and this dtllorent country, from those who furnish precedents serve thorn an IbutiWof wisdom. J'opulur fcnlight; mimcnt not hero regarded the bant) of government und'order, but' IM 'the and support 01 both'. "LKT TIIKKK BB the oldest recorded mandate, reverberates through the heaven's overarching the homes of freedom to this hour.

And when judges shall have explained and fiittcicd away the new enactment in favor ot the we have only to appeal to the Legislature for another, which, instructed ae wo shall bo by tho latest judicial sub- be even more explicit 'and mandatory than tho Y. mtune. Forclffn Wo copy tho following items of foreign news by tho Africa, from the Cincinnati (faultc, which wan more fortunate than its Northern coteniporuries, in being able to receive it by telegraph: Tho Parliamentary committee appointed to investigate the rocket affiiir, hnvo exonerated Ivossutb from any connection whatever with the matter. Mr. Dully, an Irish member of the House of Commons, in a somewhat blundering speech made in the'House, charged the Government with corrupt ing the Irish members.

His words were taken down and he was cited to appear before the House. A deputation from the Peace Conference had solicited the Earl of Clarendon to insert in tho pending with the United States, a clause agreeing to Bettlo all future difficulties by arbitration. Hit Lordship promised to take the proposal into seriou: consideration. The returns of tho Board of Trade show a large increase over tho returns last year. Strikes among the operatives in the manufacturing districts, in England, were apprehended.

We have nothing of much importance from France. The Empicss had recovered. Some disaffection had been manifested at Hesse growing out of the government prosecutions of some members of the Chamber of Deputies. Several riots had occurred in the election districts in Switzerland, and the civic guard had attacked the people, many of whom were wounded. The Russian authorities in Poland had issued an order to confiscate the property of absentees who have not accepted of the amnesty.

The affair of the Holy Places between Russia Turkey, has been settled in conformity with the demands of the former. Turkey has suspended the erection of armaments, and has recalled her fleets. The French fleet was still at Tolimas, rnanceuver- ing to gratify King Otho. Persia was preparing another expedition against Herat, and the British Ambassador had announced that he would demand his passports if the expedition should proceed. Lia.ter from Snutn Ifc.

ST. Louis, May 19. The Santa Fe mail arrived at Independence on the 17th, making the trip in 17 days. Business was very dull in New Mexico, and every thing apparently at a low ebb. There was a general disposition manifested by the American residents to leave.

Much excitement prevailed in regard to the Pacific Railway, and public sentiment had been expressed in favor of the route via St. Louis and Watkin's Pass. An association had been formed at Santa Fe, which bad agreed to invent it million ol dollars in the capital stock of the road, provided the main trunk would pass through New Mexico. Gen. Lane is spoken of as candidate for Congress, and one county had nominated him.

Ho had returned to Santa Fe on the 27th ult. The excitement in regard to the proclamation had somewhat subsided. The correspondence between Gen. Lane and the Mexican authorities had been kept back from the citizens, but it 13 reported that Lane has the advantage in the controversy. We find in an exchange a recipe of great value to our subscribers in the It is for a new method of making candles: To twelve pounds of lard use of alum and saltpetre each one pound; dissolve the alum and saltpetre in a small quantity of water, then pour into the malted lard and boil the whole until the water evaporates.
