The 737 foot vessel, second largest non-Navy ship to be built in this country, will be chartered by the Gulf Oil Co. It will fly the Liberian flag. The $10,000,000 ship is owned by Stavros S. Niarchos, 44, a Greek citizen who is a brother-in-law of Aristotle S. Onassis, the wealthy shipowner who was indicted yesterday on charges of conspiring to defraud the U.

S. in a multi-million-dollar postwar surplus ship deal. Fourteen U. S. flag vessels owned by a group controlled by Niarchos have been seized on grounds they were wrongfully acquired from the Maritime Administration, pending an investigation.
