Tata Meat lag Breaks mp In Cantaalon A regular meeting of the City Council was held list evening at the usual hour, at which there were present the following members Aldermen Heney, Lapierre, McDougaL Rocque, Featherston, Mosgrove, Itowe, Mftgee.

Bang, Bronson, Kehoe, Pratt, LeSueur, and His Worship Mayor Martineau. A communication was read by his Worship from Mr. Parent, Under Secretary of State, in answer to the petition from the Corporation to the Government, requesting them to have the Rideau Canal, Basin and By wash, cleaned. It stated that the matter had ben referred to the Department ot Public Works. The question of the introduction of the by-law the construction of Waterworks came before the Board, and a debate ensued as to the legality of proceeding to pass the by-law before the Corporation was officially notified of the Waterworks Bill having received the Royal assent after being passed by the Ontario Legislature.

Several communications on different sub jects were read. A number of petitions were recetvea and referred to the different Committees. Among them was one praying that the bridge over the Canal be built at Biddy street instead of Maria street. The 3rd Report of the Finance Committee was presented and read, recommending a number of accounts for payment. On motion of Aid.

McDougal the report was adopted, with an addition of flOO grant to the Board of Health. The 4th Report of the Board of Works was received and read. It recommended that the bridges over. the canal at Maria Street and the Gulley be built on Mr.Perry's plans instead of Mr. l)ougla-', as the latter did not give stuhcient information ot cot.

See. It alo recommended the construction of abridge over tlioliiileau River at Ottawa Street, and tho opening up of Spark Street to the Kichmonu Koal. Aid. Rocque moved that the report be received, adopted, and that the Financo Committee be instructed to provide funds for the works proposed, suspending all rules to the contrary. Aid.

Featherston asked why the report of ifr. Douglas; moved for at a former meeting of the Council, was not laid before the Council. The report by Mr. Douglas was produced and read. It strongly recommended an iron instead of a wooden bridge over the Canal at Maria Street, which he calculated to cost $15,000.

Pooley's Bridge he estimated to cost Aid. Lapierre wanted to know why Mr. Douglas's plans were not adopted and Mr. Perry's were. Aid.

Rocmie replied that the plans given by Mr. were too expensive and the information of their construction too meagre. Iron bridges, he was creditably informed. wWe not suitable to this climate. Mr.

Terry's bridge was 40 feet wide. Mr. Douglas's 30, and, if 'the latter width was sufficient, it would further reduce its cost by making it that width. did not see what noccssity there was to pay another engineer to do the work which could be as well, if not better, performed by the City Engineer without the additional outlay of thousands of dollars. Aid.

Heney epoke in favor of iron bridges. Aid. Featherston spoke atdength in favor of iron bridges. He cited several instances to show that iron bridges were well adapted to this climate, lie thought the people would sooner have an iron bridge over the Canal than a wooden ono, if it could be shown that it'; could be built for the same amount as a wooden one. lie recommended iron in the interests of the city, and re quested that tho report of Mr.

Douglas be published no that the public may under-stand the full bearingsot the question. Iron would last forever, while wood would re quire repairing every year, and in a lew years would cost as much as tho original structure. This woubi probably be his last appearance at this Board, and should they adopt wood instead of iron the responsibility would rest with them. Aid. Magee defended the report and said that nothing he had heard convinced him that it was wrong.

Aid. Bangs said there had been too much talk about these bridges. Plans had been prepared and submitted, and then rejected. The Board had recommended the City Engi i. neer's plans because the whole ot the money spent in building would le expended in the eity, also because special provision had been made for the conveyance of the main pipe of the.

Waterworks over the canal. Aid. Lapierre said the report referred to four different things, vis: Maria street bridge, Pooley's Bridge, Ottawa street Bridge, and the opening up of Sparks street to the Richmond Rojwi. A motion had been passed at a former meeting, that the Board of Works was not to recommend any public Improvements until the finance Committee bad reported funds for taucb, work. The opening of Sparks street would cost J19.000, and as the information contained in the report was insufficient he would vote against U.

He was astonished Aid. Rocque bad not recommended the opening of certain streets in Lower Town. Aid." McDougal condemned the report and supported the idea of iron bridges. He wanted some definite idea as to the of opening up Sparks street. Aid.

Rocque replied at length, contending tha the cost of excavation would be little or nothing in opening up Sparks street." Not over $1500. Aid. McDougal suggested to put that sum in the report and grant the same amount to opening streets in Lower Town. Aid.il Feaiherston wanted to know the amount of land damages. Lapierre moved an adjournment, and both sides appealed to the Chair for a de cision, some holding Alderman Row motion in order, and others standing by Alderman Lapierre. in this section of our Mate, was remarkable tor a meteono phenomena. The day began with revere thunderstorm, and, although it was mid winter, there was an uninterrupted succession of thunderstorms until night. During one of i ne severest ot these storms, Mr, pi. O. Thompson, of this county, was at the house of a friend in the town of Pennington, Trinity county, about fifteen milos from this place.

He and i-everal others wero watching tho progress of the storm, and wero looking out of a window when their attention was attracted by a vivid flash of lightning, accompanied by a terrino peal of inuii'wr. inej say mo ngnimng struck the earth, and at tho point where it fell they saw something lying on the ground. They immediately ran to the spot And found a piece of matter burning with a blue blaio. Upon attempting to pick it up, they found it too hot for the hand. When it had suffl ciently cooled, they took it up, and found it about mx inches long, with an average thick ness of one inch, and with a holo running lengthwiso through the middle of it.

The sides of this holo are smoked, as if an oiled wi had been burned in it. There was so much curiosity among those present that they broke oft pieces of it, in stead of preserving it entire, as thev should have d'ne. Mr. Thompson brought a piece to tne to be analyzed, if possible. Tlws fragment is about ono inch in length.

It is evidently a cinder, hence it is almost impossible to ascertain what were its original constituents. The color is a bluish, white, exhibits some evidence of original crystalixa-tion. with a very slight calcarous odor, but is very hard and brittle. 1 have no means determining ils composition; but, if any ono who is qualified to do so will take the troublo lo investigate this object, I will with forward to him tha aerolite, if that its true name. Mr.

Thompson says thero is no. doubt of tho tact that the piece now in our possession came to tho earth in a discharge of lightning, and all who were with him at tho time it loll sustain him in the assertion. In the I'nited States Senate Mr. Hitch-coi-k. of has introduced a bill to ciiv-ouiago the growth of timber on western tallies, whuh provides that any person who shall plant, protect, and "keep in a healthy growing condition for live years one hun he I and twenty tn'ics of titular, tho 1 1 thereon being not more than eight Vet apart each way, on any quarter section ot any of tho public lands of the United State, shall ho entitled to a patent for the whole of quarter section at the end of five years on making proof of the fact; but that only one quarter in any section shall be thus granted. An entry may be made for l.in under these conditions on filing an affidavit at the proper land office and the j.aviii.-nt of tn dollars but no patent is to l-e" tied therefor until the expiration of be years from the date of entry, nd if the tri e-, after being planted are not protected an 1 kept in good condition until the issue r.t the patent, the land will revert to the Unite 1 States. The bill also provides that it-iiii- who have taken up land under the Homestead Act, and at the end of the third year of their residence thereon shall have had under cultivation for two years, and in good, thrifty condition, one acre of timber tor every, t-ixteen acres of the homestead, receive a patent for the homestead, on proof that such is the case.
