They propose to permit three-fifths of the Senate, instead of two-thirds, to cut off debate At present, the Senate is at an impasse with the filibuster controversy delaying action on an emergency measure to keep Northeast railroads running. A new effort to pass that measure was scheduled today. Possible House action on the tax bill, meanwhile, hinges on Tuesday's caucus of the 290 House Democrats on a move to permit a vote on possible repeal of the 22 per cent oil depletion allowance hep William Green, D-Pa is leading the drive to add the depletion repeal to the package of tax cuts and rebates aimed at stimulating the sagging economy Democratic leaders fear the repeal attempt would jeopardize the entire tax reduction bill.

If the caucus backs Green, House leaders may delay floor action in an effort to work out a compromise. Both houses, meanwhile, were awaiting President Ford's veto of the measure that would suspend for 90 days his authority to raise oil import tariffs, a central feature in the President's energy program. With the House considered likely to override, the crucial vote on overriding the veto is expected in the Senate which voted 66 to 28 for the suspension. GOP leaders say they have an even chance of picking up the extra votes they need. Two-thirds votes in both chamber are required to override a veto.

However, administration efforts to win support from Eastern Republicans by placing on gasoline the major burdenof the increased prices that would result from the tariff drew a sharp warning Saturday from a key administration backer. in a telegram to Ford, Sen. Robert Dole warned that such a move might jeopardize the President's support among those who sided with him last week. Elsewhere in Congress, confirmation hearings begin in the Senate today on one Ford Cabinet appointee and continue on another. The Senate Banking Committee opens" hearings on Ford's nomination of Mrs.
