A subcommittee, headed by State Liquor Director William C.

Bryant, is preparing the manual at the request of Gov. Frank Lausche. Other subcommittee members are State Health Director John Porterfield Albert D. Cook, federal narcotics agent here and H. E.

Hamlin, state supervisor of health and narcotics education. The manual is intended to "aid Ohio's 6,800 police officers and others in detecting users and sellers of illegal narcotics. The subcommittee' expects to complete the manual, illustrated with pictures of the effects of dope use, at another meeting Sept. 10. The manual also will include a description of narcotics used by addicts, the methods of use and distribution and the laws governing narcotics.

WASHINGTON, August 29 A new series of atomic tests will get underway soon in Nevada, and the resultant radiation may be detected in other parts of the country. The Atomic Energy Commission in announcing the tests Monday emphasized, however, the radiation will be only slightly above normal and far below amounts that could be harmful to human, animal or crop life. The new tests will be carried out with the usual secrecy precautions, but the commission said it hopes to stage a later test in Ne vada to be viewed by press, radio and other reporters as well as by representatives of civil defense agencies. The announcement did not set any date. Plunges To Death From 30th Floor COLUMBUS, August 29 (UP) woman, identified by police as Eleanor Tague, about 40 Zanejs- ville, plunged to her death from the 30th floor of the Lincoln- Leveque tower here last night.

Brown-haired and heavy set, the woman apparently leaped from a 30th floor rest room window and struck the top of a ventilator shaft on the roof of the 20th floor offset on the east side of the building. Kiwanis Told Hook And Line Fishermen Not Getting "Break" That "hook and line" fishermen are not getting a "break" in Sandusky Bay and Erie was the opinidn expressed by Alton E. "Bud" Wholf, president of the Efie-cd Conservation League, in a talk given Tuesday noon to members of the local Kiwanis Club. Wholf said millions of fish are taken from the bay by net fishing before they have a chance to spawn in the spring, and although the state has appointed a commission to look into the matter, nothing has been done to solve the problem.

He declared that despite the (fact that hook and line fishermen "pay a million dollars for licenses," the present legislature seems commercial fishing, and that a bill introduced for the removal of nets from the bay met with unfavorable results. The speaker added that a state ballot may be the answer to the problem of hook and line fishing, and that the use of nets is gradually destroying the local and area fish supply which should be preserved and increased. The Erie-co conservation organization was said by Wholf to be now about 15 years old, owning 65 acres of land and having 400 members. He described it as an independent group interested in the protection of native game and in the conservation of land. The league, the speaker pointed out, set out a total of 3,800 shrubs and plants in Erie-co last year, and a total thus far of 7,800 this year.
