Canal Vital To Find Sourdoughs Gone Defense, Proponents Claim PITTSBURGH, Nov. 18 AdVoCAtcs of the Lnke Erie-Ohio Hver canal project emphasized today that the waterway would be vital to national defence. "Time will be more pressing 1ft the next national emergency," the Ohio Volley Improvement Association, snid in a report, to the army board of engineers for rivers and harbors "We afford to delay construction of the Lake Erie and Ohio canal unless we. wish to lake the chance of "too little find too late." The board -yesterday opened hearings to determine whether construction of the 105-mile Channel from Rochester, to Ashtabula, should be recom- mended to Congress. Cost of the project is estimated nearly and it would take nine years to compter The association's summary report was presented by Kenneth I Lloyd, Youngslown, of the organization.

A score of witnesses later testified for the proponents. The report dealt chiefly with the industrial and economic advantages seen in the canal project, but It also brought, attention to its relation to national security. "Since the threat to our security appears in the direction of Europe, the development of the Lake Erie and Ohio river canal assumes important consideration in planning for na tional security and defense," the board was tolo. The proponents contended that the canal would be supplemental to railroads rather than competitive with them. "Railroads have been, and un doubtedly will be in the future the backbone of our transportation system, but to keep that system strong and our economy sound not onlv must the economic condition of the railroads, be kept healthy, but the railroadsmust be supplemented by highways, pipelines and waterways, particularly in areas likely to meet with congestion in timesI of national emergency," the report said.

The country's national defense, it was said, requires a well protected inland waterway from the Gulf of Mexico to the eastern Great Lakes providing ready community with the Atlantic for Ihe shipment of naval craft and other war materials. Railroad interests are expected to provide the chief opposition to the canal project. Witnesses for the opposition, expee'ed to be represented chiefly by the Upper Ohio Valley Association, will present their testimony after the proponents are heard. Congressman James G. Fulton, Pennsylvania, an unscheduled wit-, ness.

opened the case for the opposition yesterday with a charge that the formc-r district engineer in Pittsburgh made "biased" preparations for the project. The former district engineer is Col. Waller Lorcnce. now executive vice-president pf the Ohio Vallev Improvement Association. Fulton demanded an "impartial" investigation of the project's feasibility and charged that the Republic Steel Corp.

conprcssman-ait-Iarge, Cleveland Heights'. AP Newsfeatures COLDSTREAM, ALASKA Four Texas youth learned here this summer that Alaskan gold no longer is grubbed out of the creeks by sourdoughs. The discovery was a slight disappointment. The four, Julian Blackwell, 17, of Houston; San Newton, 2.1, of Dallas; Norman Vick, 17, of Huntsville, and Bill Woffard, 17. of Arlington, had hoped to rub shoulders with prospectors.

They wanted to swirl a pan of paydirt and see the glint of yellow." Instead, they found that the quest for gold is now performed by huge dredges directed by men who learned about the precious metal in a university laboratory. What began as summer work in a Colorado resort turned into an international holiday for these lads. With a grubstake from lips, the four started north in a station wagon loaded for camping. When they ran short of cash, they went to work. Somewhere en route through the Canadian provincos the boys learned of the tight regulations about foreigners without cash.

But the Alaska border looked closer than Texas so they kept rolling. "A a explained Sam, "newly made friends helped us out when our luck was down." Crossing the border into Alaska, all four worked briefly in a lumber then headed for the gold fields.
