GENE ADAMS BEIRUT, Lebanon (Reuter) Syria is alarmed by the prospect of a new government in Iraq, Lebanese government sources said Monday.

It fears being surrounded by a ring of pro-American states that would seriously weaken it in peace negotiations with Israel, the sources said. Alarm bells rang in Damascus when Jordan turned against Iraqi President Saddam Hussein last month after two senior officials defected, raising the possibility of a new government friendly to the United States emerging in Baghdad with the aid of Jordan's King Hussein, a source said. "The Syrians say they are surrounded by the Americans in Jordan, Israel and Turkey, and now they fear in Iraq, too," he added. The four countries border Syria in an arc from Turkey in the north to Iraq in the east and Jordan and Israel in the south. Lebanon to the west is the only firm ally bordering Syria.

The Lebanese sources were briefing reporters after Prime Minister Rafik al-Hariri and his rival, Parliament Speaker Nabih Berri, returned from talks with Syrian leaders last week where they were told "firmly" to stop their chronic squabbling. Syria, which has 30,000 troops in Lebanon and is the main power broker, was too preoccupied with dealing with the threatened new regional equation to permit distractions on its Lebanese flank, Hariri and Berri were told. "The problem is really very serious for Syria. They can't afford the fantasy of Lebanese problems now. This is one of the really rare times that they can't," the source said.

"They need to concentrate full time on this and not to have to solve the problems of Lebanese politics at the same time," he said. Syrian President Hafez al-Assad went to Cairo last week for talks on the issue with Egypt's President Hosni Mubarak, who is also concerned. Syria's predicament is likely to have an immediate impact on Lebanon's domestic affairs, not only by gagging its squabbling politicians but also by resolving the future of President Elias Hrawi, whose six-year term expires in November. A long dispute over the issue between Hariri and Berri has soured Lebanese politics this year, causing concern for political stability and flights from the Lebanese pound that have aroused speculation about the currency's stability. "The Syrians were firm in telling everyone they have to cool it," the source said of the Damascus talks.

Syria was likely to opt for an extension of Hrawi's rule, rather than a new election, although this would need a constitutional amendment. It is also likely to favor an extension for army commander Emile Lahoud. "The Syrians have limited experience in dealing with Lebanese presidents," the source said. "They trust these two and don't want to take any risk in dealing with someone else." For the past 10 years, Ertie had been an assistant teacher at the Purcell Middle School. She was a member of the First Baptist Church in Purcell. He was a life member of Del City VFW Post 9969, and a life member of Military Order of the Cootie, and served as Grand Commander. He was a 32nd Degree Mason and member of Del City Lodge No. 536, India Temple Shrine Hospital Staff, Legion of Honor, Scottish Rite and York Rite. Outside of his family, his greatest love was for the crippled children he helped through the India Temple.

His last hours were spent helping the children as he returned them home from treatment at the Shriners Hospital in Shreveport, La. Adams, head of the Irish Republican Army's political wing, said the Irish peace process was in "a deepening crisis, resulting directly from the British government's refusal to move into all-party talks." Asked if he would offer Lake any assurances on a complete decommissioning of the IRA, which Britain and Northern Ireland have made a precondition for talks, Adams said the demand was simply London "making excuses for not talking." U.S. officials said over the weekend that they would be pressing Adams to move toward disarmament when he visits the White House this week. "Of course, we want to see all of the guns taken out of Irish politics, but as an objective of the peace process, not an obstacle to progress in the peace process," Adams said.

Earlier, before changing planes in New York, Adams said he could say that Sinn Fein did not want to talk to Britain "until they disarm," but added, "that's an impossible demand to put on those people. What we have to do is create the conditions where we have peace and justice. We are not looking for victory. We are looking for a negotiated settlement." He praised the Clinton White House for being "very even-handed and very balanced" in its Irish policy, and said he expected President Clinton to continue supporting the peace process. In an interview with The New York Times over the weekend, Adams said he would consider any "reasonable proposal" for an international commission to discuss the question of when and how the IRA should be disarmed.

But in Dublin on Monday, Adams denied that he had softened his opposition to an international panel to break a deadlock on the disarming of IRA guerrillas and said the newspaper report was "totally inaccurate." N. Western 841-3744 ESSEX, Md. (AP) A van rigged to explode blew up in the parking lot of a suburban shopping mall Monday, shaking homes for blocks and killing five people, police said. The 6 p.m. explosion in the parking lot of the Middlesex Shopping Center, in a residential suburb seven miles east of Baltimore, blew the van's glove compartment a half mile away, officer J.L.

Taylor said. "We don't know if it was a bomb. It was an incendiary device," said Baltimore County police Capt. Brian Up-percue. "It was not consistent with a gas tank explosion." Police initially reported four people killed.

A fifth victim, a girl, was pronounced dead at a hospital, Uppercue said. Skip Frock, who operates a nearby barbershop, said two children, a man and a woman were dead at the scene. Police wouldn't release any details about the victims. "There was one big explosion and then several tiny ones," Frock said. The police bomb squad and officials from the U.S.

23 528-7542 VONDEL L. SMITH By Steve Lackmeyer Staff Writer Police were looking for gunmen Monday in two separate shootings that left one motorist dead and another critically injured. Jamie Velez, 29, remained in critical condition at Southwest Medical Center Monday, a day after he was attacked by two black men who flagged him down to stop his car in the 200 block of SW 10. Police think the men tried to rob Velez of his jewelry and then shot him seven or eight times in front of his 4-year-old son. Velez was able to drive four blocks before asking for help.

Previous reports that Velez was shot 12 to 18 times were incorrect, Capt. Bill Cit-ty said. A second man was found shot to death in his car at SE 134 and Dobbs about 5:30 a.m. Monday. Residents called po lice after hearing gunshots and tires squealing, Citty said.

Clarence Ray Oliver, 26, was found dead inside his car, which had crashed into a nearby ditch. "He was shot numerous times through the passenger side window," Citty said.
