Vorfiers Evade Taxes By PAUL HEALY of THE NEWS Bureau Washington, D. Oct. 19. Senator John J. Williams (R-Del.) charged today that alwut 25,000 "arrogant" government workers have dodged paying from $5,000,000 to $20,000,000 in income taxes through a neat little legal loophole.

Since a minimum of 12 jurors must attend all sessions to vote a legal indictment, Hofmann concluded the indictment must be set aside. Hofmann did not immediately throw out the charges, however, but announced he would entertain defense motions to this effect on Oct. 28.

Given a choice in Hofmann's decision of appealing to higher courts or resubmitting the case "with appropriate precautions" to a grand jury again, Quinn said he was "reluctantly" abandoning an appeal. "It is my intention to re-present this matter to the grand jury immediately upon the entry of a final order giving effect to the court's decision he stated.
