Needless to say that her application was refused. A constitu tionai amendment proposed, in the House today, by Representative Hull, of Tennessee, would provide that Con gress shall have the power to abolish a court of the United States and of an inferior court of the United States, if concurred by two thirds of both houses.

In a statement accompanying his resolution Representative Hull said "The procedure of impeachment which has come down to us from an other country is so prolix, Involved and cubbersome as to render it most to throwing, that much averdupois expensive and difficult of utilization and catching it on the return.
