Reagan Alters Arms Plan WASHINGTON (AP) President Reagan, facing defeat in Congress, has decided to drop his plan to sell Stinger anti-aircraft missiles to Jordan and Saudi Arabia, White House spokesman Larrv Speakes said today. But another Reagan proposal for a U.S.-armed and equipped Jordanian strike force may now get through Congress under a compromise worked out with opponents of the arms purchases. Congressional and other sources said the White House gained clearance for the strike force by agreeing to eliminate 58 shoulder-fired Stingers which had been earmarked for it. Pitcher Faces Drug Case SANTO DOMINGO, Dominican Republic (AP) Atlanta Braves pitcher Pascual Perez will be tried Friday on drug trafficking charges in the Santiago Criminal Court.

Dominican law does not provide for a Cars Barker defense budget," he said. The president used both forums to make another pitch for Congress to pass a constitutional amendment requiring a balanced federal budget. White House spokesman Larry Speakes said Reagan would make "an appeal for the deficit reduction package and the Central American legislation." Meanwhile, the Senate Finance Committee approved, 15-0, today a plan for cutting the deficit by $74 billion through minor increases in a number of taxes and reductions in health care and other federal programs.

The bill, which will be held in the committee until other panels approve plans for cutting defense and other spending, would raise about $48 billion in revenues through 1987 and cut spending by nearly $26 billion. Among the tax increases are a $2-a-gal-lon boost in the $10.50 tax on liquor; retaining the 3 percent on telephone service for another two years; delaying a new tax exemption for savers that is due to begin next year, and numerous changes reducing tax benefits for business and investors. While Reagan was meeting with Republicans, House Democratic leaders were working to build support within WASHINGTON (AP) President Reagan made the rounds on Capitol Hill today to personally lobby fellow Republicans to "stand together" with him and support a $150 billion deficit-reduction plan he has worked out with senior GOP senators. Reagan also declared, "I've dug In my heels on taxes" and "will veto" any move to increase taxes without making cuts in domestic spending. Democrats, meanwhile, calling for an end to the president's "supply-side insanity," have upped the ante on the election-year battle of the budget with a three-year, $185 billion package that would devote more money to domestic programs and substantially reduce the Pentagon spending increases Reagan wants.

Reagan first conducted a question-and-an-swer session with all Republican senators about the plan he announced in the White House Rose Garden last week. He told the gathering that "good government will be good politics" this year and he urged them to "stand together" in support of the GOP plan. After Reagan made his opening remarks, reporters were excluded from the question-and-answer session. Then, he delivered the same message to a gathering of GOP House members in the Ray-burn House Office Building. "I will tell you know that if anyone sends to me a tax package and not give us at the same time spending cuts, then I will veto the tax package," the president said.

He also emphasized his call for Republicans "all to stand together" on the deficit-reduction plan. "I promise you in that we are not going to play politics with the economy and we're not going to take risks with the Pagel from its test drivers about braking problems. "I expect no changes in my lifestyle whatsoever, as far as my political career or anything else that I do," Barker said. "I'm going to be back out there, giving you a hard time, real quick," he jokingly promised reporters. Barker said among the most important items on his work list is getting the necessary-votes to pass a proposed 2.42-cent per gallon gasoline tax hike pending before the House.

"We're not in any-great rush on that issue. That's something that we can simply accept or reject the Senate amendments." Barker said. "I think the difficult thing for the House is all House members are up for re-election. It would be nice to say that political considerations are not a part of decisions like this, but we all know that they are. "So, I think it's a little bit tougher on the House side, with all of our members up for re-election, where only one half of the Senate members are." Barker said.

"We're going to do our best to try to pass that legislation. It's needed very badly. And if we're going to have an adequate highway program, we simply have to pass it, and I hope it will be this session. "If worse came to worse, and I don't think that it will, then we will attempt to pass it in January," after the elections, Barker said.
