It is Sergio Mendes speaking, using the colloquial English he has picked up during his years in the United States. The music star now lives most of the year in California.

He is winding up his annual rest at home in Brazil. Next week in Montreal his group, called "Sergio Mendes and the Brasil '77," opens a month long tour of Canada and the United States. Brazilian Album Released One of his aims is to promote an album which he admits may be "too Brazilian" for his own good. The record, called "Primal Roots," was released internationally a few days ago. Besides Portuguese lyrics there are voodoo chants in African dialects.

"This is something I've wanted to do for a long time," Mendes said in his penthouse suite at the Co-pacabana Palace Hotel. It's the Teal Brazilian thing. No gimmicks. "I know it's sort of noncommercial. But I hope it will sell." African Instruments "Primal Roots" uses African-inspired instruments still- played in Brazilian samba clubs.

The record is more- polished than the street samba heard during Brazil's Carnival, but it is a far cry from the slick U.S.-style arrangements of Mendes' previous albums. Mendes gained note in the United States six years ago when his "Brazil '66" brought Brazilian hits such as "Mais Que Nada" and "Chove, Chuva" to the ears of U.S. record buyers for the first time. "Brazil '77" has four other men and two women. One female vocalist is American; everyone else is Brazilian.

Mendes recently did a 514-week tour of Japan. "The Japanese are very romantic people," he says. "They dig the rhythms of Brazilian music despite the differences in our Anth Kj wpc-TEDki The State 1. The communique said the two agreed that Soviet measures have been "practical steps to promote world peace and vigorous actions aimed at excluding the use ot force from the solution of controversial issues." The communique says: "Solidarity ot all revolutionary democratic forces of our time with Socialist countries is an indispensable condition for the successful struggle against imperialism and any division among the anti-imperialist forces can only play into the hands of imperialism and damage the people's struggle." Translation: Communist parties cannot hope to come to power anywhere without following the Soviet pattern, and those who deviate in any way, whether Castroite or China-style, damage long-term chances for world revolution. The communique says Soviet-Cuban relations are based on principles of "So-c i a 1 i internationalism facilitating a "mutual exchange of experience in every sphere of Socialist and Communist construction." Translation: Soviet-Cuban relations are based on the fact of life that Moscow supplies the economic and military wherewithal for the Havana regime's survival. Therefore, the principle of "Socialist applies, meaning Castro had better acknowledge 's right to call the shots in the world revolution if he knows what's good for him. The communique did say the talks were held in a "friendly and comradely atmosphere" and failed to use the word "frank," which would connote disagreement, as it did on Castro's last visit in 1964.

3654 U. Fidel Castro's visit to Moscow is a good example of the uses of Aesopian language, the jargon used to cloak meaning. The statement iails to dispel a suspicion that Moscow still is dissatisfied with the prime minister's track record in Havana. The communique seemed, in fact, an assertion by the Russians that they are not required to explain their foreign policy to clients who should will- NEWS ANALYSIS ingly accept the idea that "Big Brother knows best." Castro probably wanted explanation and assurance with regard to current Soviet postures toward the United States in the light ol President Nixon's visit. The communique suggests that Castro had to bow to superior Russian wisdom.

The volatile "jefe Maximo" maximum chief has been a big and expensive headache to his Soviet benefactors, who are edgy about how he uses their economic aid, and annoyed by his claims to leadership of the "liberation" movement in latin America. The communique abounded in Aesopian language. Castro agreed, the statement said, that "the existence of the Soviet Union, its might and its vigorous foreign policy play an outstanding part in the people's liberation struggle." Translation: has told Castro it is incorrect for any Communist to suggest that the Kremlin is laggard in its support of world revolution, despite what pro-Chinese and other Communist dissenters might allege. The communique as transmitted by Tass said that "the Cuban side highly assessed the principled, internationalist class policy of the Soviet Communist party and government which combines the struggle for asserting principles of peaceful coexistence with firmly rebuffing aggressive machinations of imperialism and reaction." Translation: At least lor the time being Castro is constrained to accept the Kremlin's explanations of its policy toward Washington. The explanation is that peaceful coexistence implies no truce in the ide- slain near (n) El Paso; (b) Fort Worth or -(c).

WASHINGTON (AP) -A Senate subcommittee was told Thursday that the soft eye contact lens does not necessarily assure visual bliss. Dr. Sidney Wolfe, an associate of Ralph Nader, said the only soft lens approved by regulators for public sale should be withdrawn from the market until "there is a thorough review of safety and efficacy data which includes the most recent findings." Wolfe also told a small business subcommittee on government regulations that there should be an investigation of the entire soft lens industry "for apparent conflict of interest" in evaluating and marketing the product. Company Offers Stock Wolfe alleged that one company in the field offered stock and stock options to doctors and clinicians asked to evaluate its lens. The information from these men could contribute to the findings submitted to the Food Drug Administration which must approve 1he product for sale.

One university, Wolfe continued, had several faculty members involved with a company's product, through stockholdings, and had an FDA contract to evaluate one aspect of the lens' potential danger. As to the merits of the lens, FDA commissioner Dr. Charles Edwards said "despite certain potential risks in the maintenance involved, and other disadvantages" the soft lens has a potential for broader use.
