Terry Neese, an Oklahoma City personnel firm owner who initiated the project, called it "something positive to lift our spirits in Oklahoma motherhood, baseball and apple pie" and a return to the pioneer spirit. The group hopes to raise funds that will guarantee, supplement or directly make loans to state farmers and small business owners. A kickoff event will be Nov. 16 at the state Capitol.

Neese's husband, Earl Neese, an accountant and personnel consultant, said funds raised will be placed in banks in areas where the money was raised. He said Community Bankers As-sociation is working with the group to promote loans that will help business owners develop new ventures or sustain existing businesses. He said banks will be encouraged to offer special rates. Earl Neese said the group hopes to raise $10 million, but "if we only raise $2 million we will Marriott People know how. U.S. District Judge Luther B. Eubanks imposed the maximum sentence 20 years -against 51-year-old Er-vin Nelson, a Ponca City carpenter and handyman, but said he would consider reducing the sentence when the federal Bureau of Prisons completes a psychiatric evaluation of Nelson. Nelson was originally charged with sending homemade bombs to two men identified as Leroy Poplin and Leroy Punches, and reportedly told authorities he believed they had raped his wife.

Neither man has been charged in connection with the alleged assault. As part of an agreement with federal prosecutors, Nelson pleaded guilty in August to one of the attempted bombings and the other charge was dismissed. Nelson, who has been free on $25,000 bail, is to report to prison on Dec. 1, Eubanks gave the Bureau of Prisons 90 days to complete its psychiatric evaluation. The first bomb was detonated by Army demolition experts from Fort Sill.
