By Michael McNutt Enid Bureau KINGFISHER A Hollis man, released from custody a day before a masked gunman freed an inmate from the Kingfisher County jail, was charged here Wednesday in connection with the escape.

Guadalupe Pena, 29, was held in lieu of 550,000 bail in the Kingfisher County jail after being arraigned earlier on an escape charge. Sheriff Coye Lee Barker Send Pena was charged with a felony escape charge because he allegedly aided the escape of Paul Eugene Stamper, 30, scheduled to go to trial in two weeks on charges of attempted murder and kidnapping. Pena finished serving a 90-day sentence in the Kingfisher County jail Sunday and was released hours before a pre-dawn Monday incident in which a masked gunman broke into a first-floor jail window and forced a jailer to release Stamper. Pena was arrested Tuesday in Hollis, Barker said. Stamper and one or two others believed to have helped in the escape remained at large.

Barker said it is believed Pena gave information to accomplices to help the escape. Pena met Stamper while he was finishing a sentence for a drug conviction, Barker said. Pena was a jail trusty. Barker said his officers are reviewing the accounts inmates gave authorities of the 3:30 a.m. Monday escape.

Bryan K. Simms said after the meeting. "For every vacancy we've had, we've accepted applications from all races." The subcommittee suspended a vote on the high court's budget and an appropriation to the district courts after Simms warned a 16.5 percent cut would bring the court system "to its knees." Most state agency budgets are being trimmed by 16.5 percent to offset declining revenues from Oklahoma's oil- and agriculture-dependent economy. The subcommittee asked Ferrell to study the impact of a 3 percent cut on the budgets of the high court and the district courts. Associated Press Bullman, Gretchen M.

Russell Budget cuts of 16.5 percent will cripple Oklahoma's court system, Supreme Court Chief Justice Robert Simms told an appropriations subcommittee Wednes-day in a meeting marked by a heated exchange over minority hiring. Rep. Kevin Cox, D-Ok-lahoma City, accused the high court of failing to recruit or hire blacks. "When are you going to make an effort to spread out employment at the Supreme Court to all citizens of Oklahoma?" Cox asked Simms and Charles Ferrell administrative director of the courts. The only black employed by the high court, the appellate courts and in the office of the courts is a part-time intern, Ferrell said.

''You say it pretty comfortably, as if you don't need any," said Cox, who is black. Ferrell said, "If they don't apply, what else can we do?"
