Each man was accused of neglect of official duty in the grand jury report handed down Aug. 27. The grand jury alleged that the men failed to advertise for sealed bids for items costing more than that they failed to follow city ordinances in the hiring of six police officers; and that they failed to inspect and approve each item presented for payment by the town board between May 1983 and June 1985. In addition, Meadows is accused of malfeasance in office for allegedly signing purchase orders after items already had been purchased. Thursday's ruling means that the accusations against the two men will be lengthened to a "35 or 40-page document," District Attorney Dick Tannery said.

The one-page accusations were left general because the grand jury expected the two officials to resign, Tannery said. "We figured it would be the smart thing for someone to do in that circumstance. Firefighters Take Drug Abuse Tests McALESTER Firefighters here are undergoing urine tests to put to rest what Fire Chief Freddie Sanders said are rumors of drug use within his department. It is the first time that firefighters have had to undergo the test, and Sanders said Thursday that he ordered it after rumors from a "small group" in town began surfacing that at least two of his men were taking drugs. The city's entire 38-man fire department is undergoing the testing, including its ranking officers. The tests were ordered this week and so far there haven't been any positive results from nine specimens sampled, he said.

On the first day of testimony in Moore's kidnapping and murder trial before District Judge James L. Gullett, witnesses said they saw Jenipher Juasell Gilbert forced into a yellow car in a crowded parking lot following a Sept.

27, 1984, football game at Carl Albert Junior High School. The girl's body later was found in a roadside ditch in the Harrah area. An autopsy determined she had been strangled. Moore was identified irr court by Paulo Gomez, a Carl Albert football player, as the girl's abductor. Gomez said he saw the incident as he jogged across the parking lot after the game.

"It looked kinda rough," Gomez told District Attorney Robert Macy. But he added: "I just thought it was two high schoolers messing around, so I kept on running." Gomez claimed he had picked Moore out of a series of photographs shown to him by police shortly after the girl's disappearance. But Moore's attorney, Bob Ravitz, confronted Gomez with a tape recording of the interview in which Gomez reportedly identified another man as the kidnapper. Ravitz was to play the tape later in the trial. Two other witnesses, Billy Turner and her husband, Leroy, also said they saw a girl being forced into a yellow car resembling Moore's.

But they did not identify Moore as the driver. Billy Turner said she and her husband went to. pick up their son after the game. As the family was in the car preparing to leave, she turned to her son and said, "I think there was girl kidnapped," but did not report what she had seen to police. Ravitz noted that while Moore, 49, has dark hair and a medium build, Leroy Turner described the kidnapper to police as being blond-headed with a "beer belly." Prosecutors allege that after killing the girl and dumping her body, Moore stole a car which was parked near the Breeden Grocery store, 9628 SE 29.

On the roof of the store, police later found a paper bag containing duct tape with what Macy described as "many, many hairs" which were consistent with those of the dead girl. Moore was arrested while driving the allegedly stolen car, Also in the bag, Macy told the Jury, was a sanitary napkin with type "Cr blood consistent with that of the Gilbert girl and one ot the small earrings in the shape of a red pony which she was wearing when she went to school on Sept. 27. Jenlpher's mother, Debbie Scarberry, began to cry when Macy showed her the earring. "She was not a problem child at all," the mother testified.

"She was very happy and content." Macy told the Jurors they would hear testimony connecting hairs and fibers found in Moore's car and mobile home with those of Jenipher and the red-and-gray pep club uniform she was wearing when ahn was kldnanoorJ. After college, he went into professional entertainment and was very active in musical productions throughout the southwest. He took much interest in developing young musicians in the area high schools.
