In six months of research, filmmakers Bailey and Barbato discovered there arc an estimated 40 million video cameras used by private citizens worldwide, with 14 million in the United Slates. It's common to see people backpcdaling through parks or on city streets, camcorder raised to eye level and sweeping the scene. Cameras placed by companies or law enforcement routinely monitor stores, offices and, in some cases, streets and neighborhoods. In Newark, N.J. police monitor a dangerous neigh- borhood via video cameras mounted on street light poles.

In one case, a family offended by their neighbors' sexual antics videotaped the LOS ANGELES (AP) You arc, very possibly, being watched. And videotaped. From workplace to highway to shopping mall maybe even in your own home there's a real chance a camcorder is pointed your way. The result may be innocuous, fccl-good highlights of a family outing, nothing more serious than fodder for "America's Funniest Home Videos." Or it could be the dark, startling violence of the Rodney King police beating. Life in our much-observed society, where both official Big Brother and your neighbor may be armed with camcorders, is the subject of "Shock Video," a new HBO documentary showing Tucs-" day and again on Jan.

10. The title is a bit tabloid, and some of the video clips border on the voyeuristic. But the hour-long film is, at heart, a serious, wide-ranging look at the repcrcus-sions of the videotape explosion. Fcnton Bailey, who produced the documentary with partner Randy Barbato, says his interest was sparked by George Holliday's amateur video of King cowering under blows from Los Angeles police. "For years, we've all been brought up to believe that (George Orwell's) 1984' is the real fear, that Big Brother is going to be watching you," Bailey says.

The grainy, sometimes blurred tape takes on an urgency and drama unseen in carefully staged and shot TV shows or movies. And "Shock Video's" anthology is a reminder of how often such videos figure in the news and in our lives. "Every single tape was a tough judgment call," Bailey says. "We saw so much material and wc left so much out. Had shock value or sensation been our informing principle, it would have been a very different program." Still, he says, the videotaped attacks shown "arc the best argument against violence you'll ever sec." What discoveries most surprised the filmmakers? "How savvy people have become about the value of a video image," he says.

A man who taped the Reginald Denny beating during the Los Angeles riots has made about 1 00,000 off the footage, according to the film. Also surprising. Bailey says, is how many people arc using camcorders to create their own pornographic epics. "I couldn't believe it Maybe in the past people spent their time making quills," he says, a trace of humor in his voice: More seriously, Bailey questions those who condemn the video explosion as an unredeemed threat to privacy. "Obviously, people's privacy can be invaded.

But I think the video camera is a very powerful tool for people to empower themselves, whether it's to tell their own stories or to protect themselves." Medicaid Will Pay For Some Abortions WASHINGTON (AP) State Medicaid directors now have it officially from V. ashington: They must pay for abortions in cases of rape or incest. The new rules, retroactive to Oct. 1, were disclosed last weekend, but the Health Care Financing Administration formally notified states Tuesday that they will have to comply. Medicaid, a health program for the poor, is financed with state and federal funds on a roughly 50-50 split.

To get federal reimbursement, states must send the Health Care Financing Administration a doctor's certificate stating the abortion was medically necessary. "Abortions of pregnancies resulting from rape or incest arc medically necessary in light of both medical and psychological health factors," Medicaid Director Sally K.
