Measure Expected To Reach President Not Later Than Week-end (Continued From Page One) The House vote on the legislation was the closest any major administration measure has experienced since the outbreak of European conflict. After the roll call was first announced, Speaker Sam Rayburn ordered a recapitulation. The recount showed the same tally, however, and while bi-partisan opponents roared their objections. Rayburn declared thn measure 1 approved. Although the administration had anticipated a close vote, they were startled by the final outcome.

They had been led to expect a wider margin when they mustered a 215 to 190 vote against a re- commital motion a few moments earlier. The 182 Democrats who voted fo passage were joined by 21 Republicans. Opposed were 133 Republicans, 65 Democrats, three Progressives and one American Labor Party member. House modifications of the leg- islatidn included a provision requiring the secretary of war to discharge draftees for whom continued service would create a hardship, unless their dismissal would adversely affect national defense. The Senate resolution made the discharge discretionary.

The House also added a provision which would permit draftees to deduct the 18 months extended service from their 10 -year terms as Army reserves. Another amendment would revise the National Guard act to provide for retention as CRAWUIft CRACKERS of those troops under the resolution. Attempts to lower the extension provision of the hill below 18 months were beaten down, were other opposition motions. Administration strength was indicated in the first test which re- in a 185-to-146 vote against a proposal by Representative Dewey Short, to strike out 1 he declaration that the national interest was imperiled. Another amendment by Short to exempt selectees from the service extension was defeated 185 to 146.

The opposition then sought to restrict the extended service to 12 months but were defeated 176 to 117. The House also rejected a proposal by Representative Carl Hinshaw, to limit the extension to six months. The vote was 97 to 61. Representative Arthur D. Healey, offered the amend- me providing the $10 wage boost for Army men and it was first rejected on a standing vote.

Proponents then demanded a teller vote and it adopted, 131 to 84. The debate broke across party lines, as did the voting. Representative Bertrand J. Gearhart, warned his colleagues that "you'll regret to the end of your lives a vote against this bill." He asserted that the Vichy government would make France a "Nazi puppet state" and give Germany a through Spain, French Africa and Dakar to the western hemisphere. Gibeaut, a Past Mon arch and active member of Sin- gara Grotto, will play a.promi­ nent part in the 17th annual convention of the Ohio State Grotto Association which will be held at Cedar Point on August 21, 22 and 23. Gibeaut is scheduled to lead the Singara Grotto unit in the uniformed parade to be held in Sandusky on Saturday afternoon, August 22, one of the highlights of the convention. The parade, over downtown streets, is scheduled to move at 4:15 o'clock.

Gibeaut, who is Master of Revels for the local Grotto, will also act as drum major of the gara Drum and Bugle Corps. Those in charge of parade arrangements here have been advised that about 16 grottos in the states will be represented by about 30 uniformed marching units. In addition to Ohio, grottos and Erie, and Detroit are to have units in the line of march. This is the fourth time a state gathering of the Ohio Grotto As- sociatiorio has been held at Cedar Point and Sandusky and the gathering is expected to attract thousands of Prophets. Hull long ago accused Darlan of being partner to a collaboration "scheme" whose object was to "deliver France politically, economically, socially and militarily to Hitler" and make France a co-belligerent In "Hitler's desperate effort to conquer Great Britain and secure control of the high seas." It was generally believed that United States policy would be guided by the way the new collaboration manifested itself. Vital questions of the moment were whether the French fleet would cooperate with German aims, whether French help would be sought against Britain, and whether Nazi penetration of French oolonies might be in Africa or the western hemisphere. Another unknown factor of considerable importance was the reaction of General Maxime Weygand, pro-consul for North Africa, to the new collaboration. The general several times has publicly declared he would defend the independence and integrity of the French colonies against any aggressor. The United States has cooperated with Weygand by sending supplies to the French North African colonies, cut off from their normal supplies sources by the war.

Moreover, Weygand and Darlan have not always seen eye to eye. Senators and Representatives were outspoken with recommen dations for vigorous counter-ac tion. They urged that the United States, with the other American republics, assume the protection of Martinique and other French colonies in this hemisphere just as soon as it was evident that they might be used as stepping stones for Nazi infiltration. They also advocated breaking off diplomatic relations with Vichy and according recognition to the "Free France" committee of General Charles de Gaulle. In a broadcast last night, Petain declared that to save -France from herself the government must overcome all opponents of the new order by "smashing their undertakings" and 'decimating their leaders.

That new order, built on the grave of parliamentary demo cracy, envisions "broad perspec tives that can open up a recon ciled continent to activity," tbp aged marshal asserted.
